COMMENTS: the following comments are relative to an application for a Design Development Option (DDO) (UDC 3.11.1).

This site is located in the R-1 zone (UDC 4.7.1). A single-family residence (SFR) is a permitted use in this zone (Table 4.8-2). See Use-Specific Standards 4.9.7.B.5 - 9. 10.

The minimum setback is the greater of six (6) feet, or two-thirds (2/3) the height of the structure's wall facing each interior property line (Table 6.3-2.A).

The applicant is seeking reduced setbacks based on a wall height of 8'6" to the EAST property line, and an average roof height of 9'-7.5" (range of 8' to 11'-3" pitched roof) to the NORTH lot line. The applicant is proposing a reduction from 6' to 1'8" and 6'5" to 1'8" respectively.

A DDO is required

The following are required before zoning can approve the permit. This list is separate from the DDO transmittal.
1. In lieu of the DDO, the applicant can get a neighbor waiver from the adjacent property owners to the north and the east. If the applicant opts for this, please paste the following text on the next submitted site plan with appropriate neighbors signature: "My Name is __________________ and I am the owner of the property located at ________________________. I have reviewed the site plan and I have no objection to structure being located or constructed ______ feet from the property line as depicted on the site plan. Signature: _____________________________ Date: _________________________________" if this is not an option, please continue with the DDO.
2. Please provide a floor plan of the entire site, showing all rooms and bedrooms. Commercial parking standards in the R-1 are required. For properties in the R-1 with 5 bedrooms, three parking spaces are required. For every bedroom over five, one additional space is required for each bedroom. Please add a full floor plan so zoning can determine parking.

Include all structures on the parcel, and any vehicular use areas in the calculation.

PLAN REVIEW COMMENTS

Plan review for the above referenced structure has been completed. This letter reflects comments to be addressed. In order to facilitate a shorter back check time, please provide updated plans and calculations with a written response to each of the notated items indicating action taken. Do not cloud the changes made for comment revisions.

SCOPE OF REVIEW:

The scope of this plan review covers architectural, plumbing, mechanical, energy conservation and electrical. All code references are to the 2018 International Residential Code and 2018 International Energy Conservation Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions and concerns before permit approval.

GENERAL REQUIREMENTS:

FOUNDATION PLANS:

1. Show wood framing members resting on concrete as pressure treated, R317.1 item 2 and show exterior wood siding, sheathing and wall framing with a 6” clearance above the ground, R317.1 item 5.
2. Framed exterior walls of enclosed roof structures require continuous concrete footings of minimum 12” width and 12” below the undisturbed ground surface, R403.1.

FLOOR PLANS:

1. Exterior walls with a fire separation distance less than 3-foot to the property line require not less than one-hour fire-resistive construction. Show compliance with R302.1 (City of Tucson Amended) by providing a section detail of materials prescribed in IBC Table 721.1(2), Items 15-1.1 to 16-1.3.
2. Remove all openings from the fire rated wall, R302.1.
3. Roof projections may not extend to a point closer than 2 feet from the property line. Provide notation for compliance with R302.1 (City of Tucson Amended) by removing the roof overhang near the property line or provide a complete wall barrier with not less than one-hour fire-resistive construction.

SECTIONS - DETAILS:

1. An unvented roof assembly requires an air-impermeable rigid insulation material with a minimum R-5 value applied correctly to either side of the roof sheathing, R806.5. Show a roof design with insulation types and minimum thickness for meeting the condensation control requirement and the minimum total insulation value of R-38.

MECHANICAL PLANS:

1. Provide heating facilities in all habitable rooms, R303.9.

ELECTRICAL PLANS:

1. Size a feeder conductor from the property service panel to the new building, E3601.2.
2. Protection of all interior 15A & 20A circuits serving outlet locations (except garage, kitchen, and bathrooms) including receptacles, lights and smoke detectors requires combination type arc-fault circuit interrupters, E3902.16.

INTERNATIONAL ENERGY CONSERVATION CODE:

1. Both standard and high density batt insulation requires a space greater than provided with 2” x 6” framing, N1102.1. Identify the products that provide the intended minimum R-30 total value with a 2-layer system.
