This site is located in the HC-3 zone (UDC 4.7.22). A single-family residence (SFR) is a permitted use in this zone (Table 4.8-4). 1. The minimum setback to a side street property line is ten (10) feet (UDC Section 6.4.5.C.1.b). Proposed side street perimeter yard setback is 0’-0”. 2. The minimum setback to the front street perimeter property line is the greater of twenty (20) feet, or one and one-half (1 ½) the height of the proposed wall (UDC 6.4.5.C.1.a). Based on a wall height of 18’-0” the required front street perimeter yard setback is 27’-0”, proposed front street perimeter yard setback is 0’-0”. 3. Per record of survey S05-0158 there is a 8’ underground utility easement centered on the south property line, 4’-0” on this property. Show this easement on the plan and demonstrate that the proposed house does not encroach into this easement. 4. The neighbor to the east has expressed concerns about the location of the underground utility easement and the location of their sewer line. Zoning recommends that you contact the neighbor and make sure there are not going to be any issues with the easement or sewer line. Provide documentation that you have contacted this neighbor and that the easement and sewer line issues have been worked out. This letter reflects comments to be addressed. In order to facilitate a shorter back check time, please provide updated plans and calculations with a written response to each of the notated items indicating action taken. Do not cloud the changes made for comment revisions. SCOPE OF REVIEW: The scope of this plan review covers architectural, plumbing, mechanical, energy conservation and electrical. All code references are to the 2018 International Residential Code and 2018 International Energy Conservation Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions and concerns before permit approval. GENERAL COMMENTS: 1. All construction drawings submitted after June 1, 2010 for one- or two-family dwellings must provide gray water utilization or preparation, Ordinance #10579/11089 revised July 9, 2013. The ordinance revision now requires a gray drain line discharge from one fixture for a one story dwelling. Additional gray fixture drains are optional. Indicate the location and size of buildings, utility meters and gas, water, electric and sewer lines from property line to building, R106.1.1. FLOOR PLANS: 1. Show a maximum ½” floor elevation change at a notated accessible route entrance on the floor plan, R106.1.1. Include all threshold conditions for a route from the exterior into the living space. SECTIONS - DETAILS: 1. An unvented roof assembly requires an air-impermeable rigid insulation material with a minimum R-5 value applied correctly to either side of the roof sheathing, R806.5. Show a roof design with insulation types and minimum thickness for meeting the condensation control requirement and the minimum total insulation value of R-38. Consider adding a layer of batt insulation or increase the amount of spray foam. PLUMBING PLANS: 1. Provide two clothes washer standpipes, a clothes washer appliance requires connection to the sanitary drainage system without tainting the gray water system when cleaning contaminated items, P2602.1. ELECTRICAL PLANS: 1. Update the recognized code NEC reference at note #1. 2017 NEC. 2. Show the dishwasher/disposal with 20A breaker, E3703.7. Update circuit #11. 3. Show two or more 2O AMP small appliance circuits at the kitchen countertop receptacle outlets, E3703.2 and E3901.3. Update circuit #22. 4. Clothes Washer and Dishwasher GFCI: receptacles require readily accessible protection typically from an upstream device, E3902.9 & 10. Add notation to plans. 5. Protection of all interior 15A & 20A circuits serving outlet locations (except garage, kitchen, and bathrooms) including receptacles, lights and smoke detectors requires combination type arc-fault circuit interrupters, E3902.16. Update note #13 & 15 with bedroom and wall limitations. INTERNATIONAL ENERGY CONSERVATION CODE: 1. Energy Certificate: (Mandatory) place near the indoor furnace or in utility room, N1101.14.
