This site is located in the R-1 zone (UDC 4.7.1). A single-family residence (SFR) is a permitted use in this zone (Table 4.8-2). See Use-Specific Standards 4.9.7.B.5 - 9. 10.

1. Per Unified Development Code (UDC) Article 6.6.3.B Detached accessory buildings are not permitted in the buildable area extending the full width of the lot between the principal building and the front street lot line. That said the proposes detached carport is located in the front yard. Either a Board of Adjustment for Variance needs to be submitted and approved of the carport needs to be connected to the house. Board of Adjustment application can be found at: https://www.tucsonaz.gov/files/pdsd/codes/Zoning_Administration_Application_BA_fillable.pdf.
If you elect to connect the carport to the house the connection needs to be a solid roofed structure, porch type, minimum 5'-0" wide and able to carry a 20 lb live load.

2. The minimum setback to the front street perimeter property line is the greater of twenty (20) feet, or one and one-half (1 ½) the height of the proposed wall ((UDC 6.4.5.C.1.a). Based on the proposed structure the required street perimeter yard setback is 20'-0", proposed is 12'-5". The proposed reduction in street perimeter yard setback can be dealt in one of two ways; If you elect to submit for a Board of Adjustment the street perimeter yard setback can be included in that process. If you elect to provide the required connect a Design Development Option (DDO) must be submitted and approved prior to approval of the carport plans. 3. The drawing files shall be submitted as a single multi-page PDF file.
