The room addition plans have been reviewed by Zoning Review Section but cannot approve the plan until all zoning comments or concerns have been addressed.

This site is located in the R-1 zone (UDC 4.7.1). A single-family residence (SFR) is a permitted use in this zone (Table 4.8-2). See Use-Specific Standards 4.9.7.B.5 - 9. 10.

1. Per Unified Development Code (UDC) TABLE 6.3-2.A: DIMENSIONAL STANDARDS FOR THE R-1, R-2, R-3, MH-1, & MH-2 ZONES, R-1 zone the minimum lot size required for two (2) units is 10,000 Sq. Ft.. The parcel is only 9,100 Sq. Ft. therefore the 2nd unit is not allowed.

2. Provide a lot coverage calculation the meets the requirements of UDC Article 6.4.3.

3. Provide a dimension from the center line of Linden Street to the curb and a dimension from the curb to the street property line.

4. As you are proposing to convert from non-habitable space to habitable space and the existing structure does not meet perimeter yard setbacks to the west property line a neighbor signoff is required. Provide the following on the plot plan and have your neighbor sign and date:

"My Name is __________________and I am the owner of the property located at . I have reviewed the site plan and I have no objection to structure being located or constructed 3'-0" from the property line as depicted on the site plan.

PLAN REVIEW COMMENTS

Plan review for the above referenced structure has been completed. This letter reflects comments to be addressed. In order to facilitate a shorter back check time, please provide updated plans and calculations with a written response to each of the notated items indicating action taken. Do not cloud the changes made for comment revisions.

SCOPE OF REVIEW:

The scope of this plan review covers architectural, plumbing, mechanical, energy conservation and electrical. All code references are to the 2018 International Residential Code and 2018 International Energy Conservation Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions and concerns before permit approval.

GENERAL COMMENTS:

1. A dwelling unit providing complete independent living facilities requires compliance with design ordinances for handicap, solar water, photo-voltaic and gray water preparations. Design Ordinances adopted by the City of Tucson.
2. Show compliance with the Inclusive Home Design Ordinance adopted by the City of Tucson Ordinance #10463 on 10/16/2007. Notate accessible route, minimum door width, changes in floor elevation, door hardware, electrical outlet reach range, grab bar reinforcement, etc.
3. All SFR and Duplex plans submitted after March 1, 2009 require a solar water system, or future installation preparation City of Tucson Ordinance #10549 with one of the following provisions: ½”control conduit and two ¾” copper piping for water with rooftop termination; straight 3” capped sleeve; or an accessible attic (clear path 30” wide x 30” high) over the water heater. Show appropriate notation.
4. All SFR and Duplex plans submitted after July 1, 2009 require a solar photo-voltaic system, or future installation preparation City of Tucson Ordinance #10549 .
a. Show a minimum 300 SF clear solar-ready zone on a roof or framing plan, T103.3. Model plans should show four typical south facing roof surfaces.
b. Label a double breaker space for future Photo Voltaic on the panel schedule opposite end from the main/supply side, T103.9.
5. All construction drawings submitted after June 1, 2010 for one- or two-family dwellings must provide gray water utilization or preparation, Ordinance #10579/11089 revised July 9, 2013. The ordinance revision now requires a gray drain line discharge from one fixture for a one story dwelling. Additional gray fixture drains are optional. Show a second clothes washer standpipe plumbed to an exterior wall above grade when feasible, or a bathing fixture drain looped 3’ beyond an exterior wall below grade before connection to the building drain. 6. Each dwelling unit building requires a street address and a separate permit, R319.
7. A new dwelling unit requires collection of development impact fee when the building permit is processed, City of Tucson Ordinance #11203.

SITE PLAN:

1. Indicate the location of buildings, utility meters and gas, water, electric and sewer or septic lines from property line to building, R106.1.1. Show the point of connection of proposed lines to the utility service for verifying correct sizes and necessary upgrades.
2. Provide documentation of a utility easement for the sewer line that crosses a private property before connection to the county sewer system, Unified Development Code Article 7.12.
3. Relocate the gas meter outside of the required accessible route and provide unobstructed egress to public property, R310.
4. Show or notate protection of footing when trenching parallel to the building. Trenching may not extend below the 45-degree load-bearing plane from the bottom edge of the footing, IRC 2604.4.
5. Show compliance with the Pool Barrier requirement by including a pool alarm system for doors and windows open to the pool, or show a continuous barrier around the pool, 2018 ISPSC.

FLOOR PLANS:

1. Show a maximum ½” floor elevation change at a notated accessible route entrance on the floor plan, R106.1.1. Include the threshold condition at the vehicle doorway or an exterior hinged door when the garage is used for the accessible route.
2. The proposed building is sited within the 3’ fire separation distance determined from a line parallel and 3’ away from the existing structure. Show compliance with R302.1 (City of Tucson Amended) by altering the west wall with one-hour rated materials prescribed in IBC Table 721.1(2), Items 15-1.1 to 16-1.3.
3. Roof projections may not extend to a point closer than 2 feet from the property line. Show compliance with R302.1 (City of Tucson Amended) by removing any west facing roof overhang.

SECTIONS - DETAILS:

1. An unvented roof assembly requires an air-impermeable rigid insulation material with a minimum R-5 value applied correctly to either side of the roof sheathing, R806.5. Show a roof design with insulation types and minimum thickness for meeting the condensation control requirement and the minimum total insulation value of R-38.

PLUMBING PLANS:

1. Tucson Water Department limits 5/8" water meters to a maximum of 11 IRC fixture units or 15 gallons per minute. Show a ¾" water meter upgrade.
2. Show an individual accessible water supply shut off for each dwelling unit, P2903.9.1.
3. Provide a minimum 1” service pipe for supplying water between the meter and a point of connection of the yard pipes which individually supplies water to each dwelling. A ¾” pipe is required from the point of connection to the proposed dwelling, P2903.6.

MECHANICAL PLANS:

1. Provide (an HVAC system with) whole-house mechanical ventilation, or controlled exhaust with a calculated airflow rate, R303.4; N1103.6 & M1507.3. Show the system and appropriate flow rate setting on the plans.

ELECTRICAL PLANS:

1. Show service panels on a Riser Diagram for each building. Provide an Electrical service utility plan coordinated with Tucson Electric Power for independent services.
2. Show the location of the panel on the Electrical Plan with clear working space compliance, E3601.6.2 & E3705.8.
3. Verify the water heater circuit size for serving the load, E3702.11. A dwelling water heater may require a larger circuit size.
4. Show receptacle outlets at wall spaces 2’ or more with no wall point (exclude door openings) more than 6’ from a receptacle outlet, E3901.2.
5. Show two or more 2O AMP small appliance circuits at the kitchen countertop receptacle outlets; they may also serve the breakfast room and dining room, but not other locations, E3703.2 and E3901.3. GFCI protected, E3902.6.
6. Show a receptacle outlet within 3’ of each lavatory basin in each bathroom, E3901.6. Show Bathroom receptacles on a separate 20 AMP circuit (dedicated) with outlets at no other location, E3703.4 and E3901.6. Separate from the kitchen.
7. Protection of all interior 15A & 20A circuits serving outlet locations (except garage, kitchen, and bathrooms) including receptacles, lights and smoke detectors requires combination type arc-fault circuit interrupters, E3902.16.
8. Protect extended branch circuits with combination type arc-fault circuit interrupters, or an AFCI type receptacle at the first outlet on the branch circuit, E3902.17.
9. Provide notation requiring tamper resistant receptacles for 125 volt, 15A and 20A receptacles, R4002.14.
10. Specify high-efficacy lamps for at least 90% of all lighting fixtures, N1104.1.
