This site is located in the R-3 zone (UDC 4.7.12). Multi-family residential is a permitted use in this zone (Table 4.8-2). See Use Specific Standards 4.9.7.B.6. 1. Provide a full floor plan for the existing unit so that the number of bedrooms can be verified. 2. This letter reflects comments to be addressed. In order to facilitate a shorter back check time, please provide two sets of updated plans and calculations with a written response to each of the notated items indicating action taken. Do not cloud the changes made for comment revisions. SCOPE OF REVIEW: The scope of this plan review covers architectural, plumbing, mechanical, energy conservation and electrical. All code references are to the 2018 International Residential Code and 2018 International Energy Conservation Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions and concerns before permit approval. GENERAL COMMENTS: 1. Clarify the building usage. The project data on sheet A100 states "new sleeping quarter", although the plan shows a full kitchen which qualifies as a dwelling unit. 2. A dwelling unit providing complete independent living facilities requires compliance with design ordinances for handicap provisions, solar water, photo-voltaic and gray water preparations. Design Ordinances adopted by the City of Tucson. 3. Show compliance with the Inclusive Home Design Ordinance adopted by the City of Tucson Ordinance #10463 on 10/16/2007. Notate accessible route, minimum door width, changes in floor elevation, door hardware, electrical outlet reach range, grab bar reinforcement, etc. 4. All SFR and Duplex plans submitted after March 1, 2009 require a solar water system, or future installation preparation City of Tucson Ordinance #10549 with one of the following provisions: ½"control conduit and two ¾" copper piping for water with rooftop termination; straight 3" capped sleeve; or an accessible attic (clear path 30" wide x 30" high) over the water heater. Show appropriate notation. 5. All SFR and Duplex plans submitted after July 1, 2009 require a solar photo-voltaic system, or future installation preparation City of Tucson Ordinance #10549 . See electrical comments for updated requirements. 6. When the clothes washer is not near an exterior wall show a gray water bathing fixture drain looped 3' beyond an exterior wall below grade before connection to the building drain. A new dwelling unit requires collection of development impact fee when the building permit is processed, City of Tucson Ordinance #11203. SITE PLAN: 1. Indicate the location of an electric line between the new service panel and the existing dwelling, R106.1.1. Show the point of connection of proposed lines to the utility service for verifying correct sizes and necessary upgrades. FLOOR PLANS: 1. Show a maximum ½" floor elevation change at a notated accessible route entrance on the floor plan, R106.1.1. 2. Show the location of a minimum 22" x 30" attic access. Attic access is required for areas exceeding 30 SQ FT with a minimum of 30" of headroom and located in a hallway or readily accessible space, R807.1. SECTIONS - DETAILS: 1. A vented attic space requires a calculation for showing the attic ventilation opening size using 1 to 150 of attic area in compliance with R806.2. Provide appropriate upper and lower space vents when applying the reduced area calculation. PLUMBING PLANS: 1. Show hot water pipe with minimum R-3 insulation, N1103.4.2. Show compliance with the maximum length of hot water piping shall not exceed 50', IPC607.2. 2. Show an individual accessible water supply shut off for each dwelling unit, P2903.9.1. MECHANICAL PLANS: 1. Provide (an HVAC system with) whole-house mechanical ventilation, or controlled exhaust with a calculated airflow rate, R303.4; N1103.6 & M1507.3. Show the system and flow rate on the plans. ELECTRICAL PLANS: 1. Dwelling Unit requirement: Show a minimum 300 SF clear solar-ready zone on a roof or framing plan, T103.3. Model plans should show four typical south facing roof surfaces. 2. Dwelling Unit requirement: Label a double breaker space for future Photo Voltaic on the panel schedule opposite end from the main/supply side, T103.9. 3. Smoke alarms are required outside each separate sleeping area, R314.3.2. Show a smoke alarm in each bedroom and outside in the immediate vicinity. Interior alterations require the installation of smoke alarms at existing bedrooms, R314.2.1. Provide notation if the smoke alarms are existing or proposed. 4. Show service panels on a Riser Diagram for each building. A feeder is required for serving the existing building, NEC 225.30 and E3403. 5. Provide an exterior outlet at grade level located at both the front and back of the dwelling, E3901.7. These outlets require GFCI protection, E3902.3. 6. Clothes Washer and Dishwasher GFCI: receptacles require readily accessible protection typically from an upstream device, E3902.9 & 10. Add notation to plans. 7. Protection of all interior 15A & 20A circuits serving outlet locations (except garage, kitchen, and bathrooms) including receptacles, lights and smoke detectors requires combination type arc-fault circuit interrupters, E3902.16. Update note #8 with "bedroom" limitation. 8. Show or notate a disconnect means or a locking breaker for the water heater, E4101.5. INTERNATIONAL ENERGY CONSERVATION CODE: 1. The simplified prescribed energy values for glazing is U=0.40, skylights U=0.65, ceiling R=38 and walls R=13. Show the "R" values of insulation and the maximum "U" factors of the windows and doors on the plans as well as the solar heat gain coefficient SHGC minimum value of 0.25, N1102.1. Also, update the R-30 shown on sheet A102. 2. Energy Certificate: (Mandatory) place near the indoor furnace or in utility room, N1101.14. Add notation to plans.
