02/06/2020 MARTIN BROWN FIRE REVIEW Reqs Change Per the adopted fire code, this building will require a fire flow (amount of water available from the nearest hydrant) of 2000 GPM at 20 psi. Call Richard Herran at Tucson Water and request a modeled fire flow for this address. Due to the low water pressure in the area, I feel this numbers are likely unobtainable. If the fire flow is insufficient, a residential fire sprinkler system will be required.

PLAN REVIEW COMMENTS

Plan review for the above referenced structure has been completed. This letter reflects comments to be addressed. In order to facilitate a shorter back check time, please provide two sets of updated plans and calculations with a written response to each of the notated items indicating action taken. Do not cloud the changes made for comment revisions.

SCOPE OF REVIEW:

The scope of this plan review covers architectural, plumbing, mechanical, energy conservation and electrical. All code references are to the 2018 International Residential Code and 2018 International Energy Conservation Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions and concerns before permit approval.

GENERAL COMMENTS:

1. Limit all code references to those recognized by the City of Tucson. Adopted 2018 codes are listed at the Planning & Development Services web site. Update the code references on sheet G.
2. All SFR and Duplex plans submitted after March 1, 2009 require a solar water system, or future installation preparation City of Tucson Ordinance #10549 with one of the following provisions: ½"control conduit and two ¾" copper piping for water with rooftop termination; straight 3" capped sleeve; or an accessible attic (clear path 30" wide x 30" high) over the water heater. Show appropriate notation.
3. All SFR and Duplex plans submitted after July 1, 2009 require a solar photo-voltaic system, or future installation preparation City of Tucson Ordinance #10549 . See electrical comments for updated requirements.
4. When the clothes washer is not near an exterior wall show a gray water bathing fixture drain looped 3' beyond an exterior wall below grade before connection to the building drain. See details at https://www.tucsonaz.gov/files/pdsd/codes-ordinances/Grey_Water_Options_FINAL_.pdf

FLOOR PLANS:

1. Show a maximum ½" floor elevation change at a notated accessible route entrance on the floor plan, R106.1.1. Include the threshold condition at the vehicle doorway or an exterior hinged door when the garage is used for the accessible route.
2. Indicate the direction of slope for the garage slab, R309.1.
3. Show the location of a minimum 22" x 30" attic access. Attic access is required for areas exceeding 30 SQ FT with a minimum of 30" of headroom and located in a hallway or readily accessible space, R807.1, or show passage between the proposed and existing accessible attic areas.

PLUMBING PLANS:

1. Show hot water pipe with minimum R-3 insulation, N1103.4.2. Show compliance with the maximum length of hot water piping shall not exceed 50', IPC607.2.
2. Provide the water pipe diameter between the shut off valve and water heater in compliance with P2903.7. A minimum 1" pipe is required for supplying water to more than 9.5 fixture units.

MECHANICAL PLANS:

1. Provide (an HVAC system with) whole-house mechanical ventilation, or controlled exhaust with a calculated airflow rate, R303.4; N1103.6 & M1507.3. Show the system and flow rate on the plans.
2. Show the kitchen exhaust fan minimum 100 CFM rating, M1505.

ELECTRICAL PLANS:

1. Show a minimum 300 SF clear solar-ready zone on a roof or framing plan, T103.3. Model plans should show four typical south facing roof surfaces.
2. Label a double breaker space for future Photo Voltaic on the panel schedule opposite end from the main/supply side, T103.9.
3. Show two or more 2O AMP small appliance circuits at the kitchen countertop receptacle outlets; they may also serve the breakfast room and dining room, but not other locations, E3703.2 and E3901.3. Update circuit #24 & 25.
4. Show Bathroom receptacles on a separate 20 AMP circuit (dedicated) with outlets at no other location, E3703.4 and E3901.6. Update circuit #11, 46 & 48.
5. Show one 20 AMP branch circuit in the laundry area; this circuit may not serve other locations, E3703.3 and 3901.8. Update circuit #40 & 42.
6. Garage Branch Circuit: a separate (dedicated) GFCI 20-amp branch circuit required for receptacles in an attached garage and detached garages with service, E3703.5. Update circuit #36 & 38.
7. Show one 20 AMP branch circuit for the dishwasher/disposal; this circuit may not serve other locations, E3703.8 City of Tucson Amended. Update circuit #16.
8. Show all receptacle outlets located within 6' of a sink with ground fault circuit interrupting protection, E3902. Update circuit #42.
9. Clothes Washer and Dishwasher GFCI: receptacles require readily accessible protection typically from an upstream device, E3902.9 & 10. Update circuit #16 & 40.
10. Protection of all interior 15A & 20A circuits serving outlet locations (except garage, kitchen, and bathrooms) including receptacles, lights and smoke detectors requires combination type arc-fault circuit interrupters, E3902.16.
11. Provide notation requiring tamper resistant receptacles for 125 volt, 15A and 20A receptacles, R4002.14.
12. Specify high-efficacy lamps for at least 90% of all lighting fixtures, N1104.1.

OUTDOOR LIGHTING CODE

1. Show compliance with City of Tucson Outdoor Lighting Code; the total property lighting limit for area E3 is 55,000 lumens per acre and the unshielded limit for area E3 is 11,000 lumens per acre. Include all exterior fixtures on the property in the calculations. Separately show the fixture wattage both full cut-off and unshielded styles for determining exterior lighting limits.

INTERNATIONAL ENERGY CONSERVATION CODE:

1. Show compliance with the simplified prescribed energy values for glazing is U=0.40 with a solar heat gain coefficient SHGC minimum value of 0.25, N1102.1.
2. Energy Certificate: (Mandatory) place near the indoor furnace or in utility room, N1101.14. Add notation to plans.

COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

The room addition plans have been reviewed by Zoning Review Section but cannot approve the plan until all zoning comments or concerns have been addressed.

This site is located in the RX-1 zone (UDC 4.7.6). A single-family residence (SFR) is a permitted use in this zone (Table 4.8-1). See Use-Specific Standards 4.9.7.B.6, .8, & .9.

1. It appears that some type of subdivision is proposed. As the original parcel has been split at least twice for a total of 3 parcels a minor subdivision will be required. This subdivision will need to be approved prior to approval of the building plans.

2. Remove the aerial photo from sheet AS1.

3. The zoning listed on sheet the cover sheet and sheet AS1 is not correct and should be listed as "EXISTING ZONING SR, PROPOSED ZOING RX-1".

4. Provide the zoning for the surrounding parcels on the site plan.

5. Provide the rezoning case number, C9-19-08, adjacent to the title block near the lower right corner of the plan. Also provide general note on the site plan that states the rezoning case number, dated of approval, and list all conditions of the rezoning.

6. Based on the site plan and the most current aerial photos there appears to be access being provided across this proposed parcel. If this access is to remain some type of access easement or access agreement is required. Once the easement or agreement is recorded provide the recordation information on the site plan.

7. As 22nd Street is an arterial street designated on the City of Tucson's Major Streets and Routes plan with a future right-of-way (ROW) width of 150' you must show the future ROW line and future curb on the plan and then demonstrate that the required street perimeter yard setback is met base on the future curb location, See Unified Development Code (UDC) Article 6.4.5.C.2. provided a dimension from center line of 22nd Street to the existing property line and a dimension from the center line of 22nd Street to the future curb and then to the future ROW line. Then provide a street perimeter yard setback from the back of future curb to the proposed house.

8. Remove the setback lines from the plan.
