Please respond to all comments in writing. 2. On sheet G000, under Special Inspections, the Geotechnical Report referenced is dated November 2, 2018. However, the Terracon Geotechnical Report submitted with the drawings is dated September 5, 2019. Please explain. 3. The Code Review for the community rooms on sheet G001 shows a total occupant load of 9. This is not reasonable, particularly since the computer lab plan currently shows seating for 14. Please revise the occupancy for the computer lab/office/teen room area as follows, in conformance with the methodology of the 2018 IBC 1004.5 and using Table 1004.5. a. It is reasonable to assume that the "teen room" is functionally closer to an assembly space than a business area unless justification for "B" can be provided. Please revise occupant calculation using 15 NSF/occupant. 547 SF/15 NSF = 37 occupants. b. It is reasonable to assume that the "computer lab" is functionally closer to an educational space rather than a business area. Please revise the occupant calculation using 20 NSF/occupant. 446 SF/20 NSF = 23 occupants. The furniture layout on the floor plan currently shows seating for 14 people and 9 additional occupants could easily be accommodated in this space. c. The office functionally is "business" at 125 SF/150 GSF and the maintenance room is functionally an "accessory storage area" at 107 SF/300 GSF. 4. On sheet G001 also add total occupant load summary calculations for each building per the 2018 IBC Table 1004.5. For Building 1 add the occupant loads calculated per review comment 3 above to the total residential square footage for all floors based on the areas shown in the floor plans for each apartment divided by 200 GSF. The total occupant load for Building 2 will be the sum of the total residential square footage for all floors based on the areas shown in the floor plans for each apartment divided by 200 GSF. Ref. 2018 IBC Table 1004.5. 5. Regarding the plumbing fixture calculation on sheet G001, a single restroom will be fine as long as the Owner provides a memo stating that "computer lab" and "teen room" will be used by residents rather than the public; since each apartment has its own bathroom facilities within 500' of these community rooms. Ref. 2018 IBC 2902.3.3. 6. On sheet G001, under Fire Protection Requirements, commercial NFPA 13 fire sprinkler systems are indicated for these two buildings. However on this same sheet under "Allowable Area Factor (At) per Table 506.2" NFPA 13R fire sprinklers are specified per 903.3.1.2. NFPA 13R fire sprinkler systems are allowed for these R-2 occupancies by 2018 IBC 903.3.1.2. Please clarify (see also building review comments 7 and 8 below). 7. On sheet G001, the allowable area calculations for Building 2 using Equation 5-2 for "Single occupancy, multistory buildings" in the 2018 IBC 506.2.3, Aa = [ At + (NS x If)] x Sa, uses a tabular allowable area factor (At) that does not correspond to those shown for multi-storied R-2 buildings of Type VA construction and equipped with an NFPA 13R sprinkler system. Per Table 506.2, for this type of building, the tabular allowable area factor At is 12,000 SF and not 21,000 SF. Therefore, Aa = [12,000 + (12,000 x 0.255)] x 3 = 45,180 SF. This allowable area is the total allowable area for the building. Per 2018 IBC 506.2.3 the maximum allowable area per floor is Aa = [12,000 + (12,000 x 0.255)] = 15,060. Please show both total allowable building area to total proposed building area and total allowable floor area to total proposed floor area for building 2. If the total building area and total floor area for each floor are less than or equal to the calculated allowable limits, a NFPA 13R sprinkler system can be used for this building. If any of the areas are in excess of the allowable, recalculate using NFPA 13 allowable areas from Table 506.2 or revise the design. 8. For Building 1, no information is given on sheet G001 as to whether or not this building will be considered "non-separated uses" per 2018 IBC 508.3 or "separated uses" per 508.4. Although the functions of the computer lab and teen room are "assembly" functions for exiting purposes (see review comment 3 above), 303.1.2 allows these spaces to be considered either as "B" or "R-2" occupancy. Therefore if these spaces are to be considered as R-2, then an NFPA 13R sprinkler system can be used per 903.3.1.2 and this building can be considered a "single-occupancy, multi-story building" per 506.2.3 and use Equation 5-2 for calculating allowable floor and building area. If the building were considered "separated occupancies," Table 508.4 will require that the building be sprinkled with an NFPA 13 system per ICC commentary regarding the definition of "S" and "NS" in that Table. Please include this design information in the Code Review on sheet G001. 9. On sheet G001, the allowable area calculations for Building 1 using Equation 5-2 for "Single occupancy, multistory buildings" in the 2018 IBC 506.2.3, Aa = [ At + (NS x If)] x Sa, uses a tabular allowable area factor (At) that does not correspond to those shown for multi-storied R-2 buildings of Type VA construction and equipped with an NFPA 13R sprinkler system. If the total building area and total floor area for each floor are less than or equal to the calculated allowable limits, a NFPA 13R sprinkler system can be used for this building. If any of the areas are in excess of the allowable, recalculate using the larger NFPA 13 allowable areas from Table 506.2 or revise the design. 10. On sheet G001 under "Fire and Smoke Protection Features" the allowable percentages of openings in wall area shown per 2018 IBC Table 705.8 for these buildings are incorrect. The percentages shown pertain to buildings protected by NFPA 13 sprinkler systems and not NFPA 13R systems. Per the ICC Commentary "sprinklered buildings are buildings with an NFPA 13 sprinkler system. Buildings with only an NFPA 13R system shall be considered nonsprinklered for the purpose of opening limitations in exterior walls." Therefore, in this Table from top to bottom, "15%" shall be changed to "NP", "25%" to "10%", "45%" to "15%", "75%" to "25%", and add a line, "20' to less than 25' - 45%". 11. The exterior south wall of building 1 and exterior north wall of building 2 will be affected by building review note 10 above. On building elevations 3 & 4/A202 please provide calculations showing that the total area of unprotected openings in these walls comply with Table 705.8. 12. "openings in all residential building exterior walls are less than 45% of the area of the wall" correctly pertains to all exterior walls of buildings 1 and 2 except the south wall of building 1 and north wall of building 2. Where the fire separation distance from each building to the imaginary line between them is less than 10-feet 13. The wall sections on sheets A303 and A304 have insufficient information for doing any kind of permit review. Clean up connections between planes and systems, show footings and foundations, key details, and add notation to explain materials and assemblies including R-values for all insulation (roof and wall). Ref. 2018 IBC 107.2.1 14. The stair plans and sections sheet A305 require additional notation and dimensions. Note all materials, show railing and guard heights, add riser height and tread depth string dimensions on plans and sections. Ref. 2018 IBC 107.2.1. 15. On sheet A305 please show all required handrail extensions at each landing on plans and sections/elevations per ICC/ANSI /A117.1-2009. 16. On bathroom elevations, sheets A404 and A405, show vertical and horizontal grab bar dimensions for locating backing in walls per Inclusive Design Ordinance and ICC/ANSI A117.1-2009. 17. Exterior bearing walls for construction type VA shall be 1-hour fire-rated per 2018 IBC Table 601. Wall type 6 is used for exterior bearing walls on the floor plans, A100 sheets. Please provide the U.L. design for the exterior wall shown as wall type 6 on sheet A501. See also Building review comment 20 below for required information in the drawing set. 18. Exterior wall type 8 on sheet A501 references UL Design U465 for the required 1-hour fire-rating. The detail on sheet A501 does not match the UL system which has drywall on both sides of metal studs. Either add drywall to the exterior side per U465 or select another UL system. See also Building review comment 20 below for required information in the drawing set. 19. Please explain how the exterior wall and structural framing will maintain the 1-hour fire-rating required for construction type VA at all balconies and at building overhang/canopy at south and west walls of building 1. It is not clear from details on sheets A501 and A502 that the rating is accomplished. Ref. 2018 IBC 107.2.1. 20. Either expand notation for detail 3/A502 to describe exactly what is required for UL Design L569 (and identify which L569 system you intend to match), or, print the UL design from the UL handbook on one of the sheets in the set, identifying which system is to be used. Coordinate with structural to achieve both structural requirements and fire-rating per a tested and listed design. Ref. 2018 IBC 107.2.1. 21. Both roof details 1 and 2/A502 shall identify the roof as 1-hour fire-rated. Reference a different UL design than L522 that matches what is shown in the structural and architectural drawings. L522 is a floor-ceiling system that does not match what is shown in the details. Coordinate with structural to achieve both structural requirements and fire-rating per a tested and listed design. Ref. 2018 IBC Table 601 and Section 107.2.1. 22. The submitted building envelope COMcheck requires exterior fiberglass doors with a U-value of 0.30 and SHGC of 0.25. Please confirm that the specified storefront meets this requirement and either add this to Specification 08 4313 or revise the COMcheck. Ref. 2018 IBC 107.2.1. 23. The submitted building envelope COMcheck requires aluminum storefronts have a U-value of 0.170.
