The applicant, Michael J. Campbell, for Crown Castle Towers, is proposing to install a 98-foot wireless communication facility monopole, co-located, natural weathered exterior pole finish, and carrier equipment compound within a 6-foot tall chain link fence. This proposed wireless communications facility is to replace the wireless communication facility located nearby at Rudy Garcia Park. The proposed relocation site is within a parking, storage area of the Cutting Edge Company at 350 E. Irvington Road. Based on the submitted site plan, an approximately 15-foot access easement that parallels S. Annapolis Drive will provide ingress/egress for the equipment enclosure and tower area to/from Irvington Road, which is classified as an arterial roadway on the Major Streets and Routes Plan map. Surrounding Zoning and Land uses: As previously noted, the proposed site is in a parking, storage area. The land north, south, east, and west of the proposed relocation site is zoned I-1. Land uses in the immediate area include fairground to the north, a building materials business to the south, railroad to the east, and Rudy Garcia Park to the west. Land Use Policies: Policy direction is provided by Plan Tucson (PT) Plan Tucson-(PT), Plan Tucson supports policy that utilizes the Future Growth Scenario Map as a guide for determining the general location of development opportunities, development patterns, land use and transportation concepts, while also considering area and site specific issues. The project site is located in the Business Centers Building Block on the Plan Tucson Future Growth Scenario Map. Business Centers are described as major commercial or employment districts that act as major drivers of Tucson's economy and generally contain corporate or multiple-use office, industrial, or retail uses. Within Business Centers, Plan Tucson calls for environmentally sensitive design that protects the integrity of existing neighborhoods, complements adjacent land uses, and enhances the overall function and visual quality of the street, adjacent properties, and the community. Plan Tucson policy supports improving the appearance of above-ground utilities and structures and extending access to high-tech wireless communications facilities throughout the city. Assessment: The applicant proposes to develop a wireless communications facility with a 98-foot tower within a 6-foot tall chain link fence. The proposed site is within a parking, storage area. The closest residentially developed lands are approximately 900 feet to the south and east. Conclusion: Staff concludes that the WCF is in compliance with Plan Tucson policies and a plan amendment is not required. Staff recommends that the applicant meet with a PDSD landscape reviewer to discuss screening and native plant preservation requirements for the project. |
