04/11/2019 PMCLAUG1 COMMUNITY PLANNING REVIEW Completed Background: This rezoning request is for a Mayor and Council Special Exception to allow a wireless communications facility (WCF) to be installed on a vacant parcel owned by the City of Tucson. The proposed location of the WCF is approximately 100 feet east of Wilmot Road and 700 feet south of the future Sonoran Corridor right-of-way. The applicant, Steve Olson, for AT&T Mobility, is proposing to install a 100-foot wireless communications tower, within 625-square foot equipment enclosure with an 8-foot chain link fence. According to the submitted site plan, the tower will be installed approximately 100 feet east of Wilmot Road. to the north of the existing City of Tucson Public Safety Academy, and across Wilmot Road from the Arizona State Prison Complex. A 16-foot access easement is shown on the submitted site plan to provide ingress/egress for the equipment enclosure and tower area to/from Wilmot Road, which is classified as an arterial roadway on the Major Streets and Routes Plan map, with a planned right-of-way of 150 feet.

Surrounding Zoning and Land uses: The proposed site is located on vacant, undeveloped land. To the east is vacant land zoned RH. To the north is vacant land zoned RH and RX-1. of the site is R-2. To the south is the City of Tucson Public Safety Academy, which is used for Tucson Fire Department training, and zoned RH. To the west is Wilmot Road, and across Wilmot Road is the State Prison Facility, zoned RH.

Land Use Policies: Policy direction is provided by Plan Tucson (PT)

Plan Tucson-(PT), Plan Tucson supports policy that utilizes the Future Growth Scenario Map as a guide for determining the general location of development opportunities, development patterns, land use and transportation concepts, while also considering area and site specific issues. The project site is located in an area identified on the PT Future Growth Scenario Map as the "Southlands". Southlands is a long-term growth area, formed predominantly by large tracts of undeveloped land located at the southeastern and southern perimeters of the city. A large portion of this area is administered by the State Land Department. Prior to releasing these lands for development, the State will initiate planning efforts to promote orderly phased development that reflects sustainable and innovative community design. PT policy supports the improving the appearance of above-ground utilities and structures and extending access to high-tech wireless communications facilities throughout the city.

Assessment: The applicant proposes to develop a wireless communications facility with a 100-foot tower and a 625-square foot equipment enclosure. The site is located on vacant property owned by the City of Tucson, and is well over a mile away from the nearest residentially developed land.

Conclusion: Staff concludes that the WCF is in compliance with Plan Tucson policies and a plan amendment is not required. Staff recommends that the applicant meet with a PDSD landscape reviewer to discuss screening and native plant preservation requirements for the project.
