Currently, the COT has two communication towers in the immediate vicinity. One is 125'-tall and is approximately 130 SE of the proposed tower. The other is 175'-tall and is nearly 230' SE of the proposed tower. Analysis of the microwave path azimuth of the existing towers shows that none of the paths would point toward the proposed tower. However, due to the proximity of the proposed tower to our existing microwave and two-way radio towers, City will require an RF interference study to ensure no interference potential. COT Information Technology can provide a list of COT microwave and radio transmit and receive frequencies and any other technical details needed to complete the analysis. Contact information is attached. Plan policy supports WCF that are located at appropriate locations and installed minimize visual impact and preserve views. The proposed tower is approximately 1600 feet from the nearest residential property to the north, nearly 2500 feet to the west and over 1300 feet to the south. The Randolph Golf Course is adjacent to the site on the east. Considering the size of the antenna array, and the distances to the residential properties, no impacts on the residential uses are anticipated. Views from these properties are not anticipated to be negatively impacted. The proposed tower site is at the south end of the administration building complex. The site is currently partially enclosed with a slatted chain link fence. The PDP shows the project will remove some of the chain link to encompass the lease area, and that the new chain link around the lease area will be slatted to match what is there currently. Consistent with the PDP submitted for this pre-submittal review, the entire lease area should be surrounded with slatted chain link fencing to match the existing fencing, or by other opaque fencing material. The tower and appurtenances, including antennas should be constructed of, or painted with, neutral colored, non-reflective materials/paint to ensure views past the tower are not impacted. One Technician parking space will be required for the tower. APPLICABLE PLAN POLICIES: Arroyo Chico PUBLIC/SEMI-PUBLIC: Encourage the compatibility of public uses and properties with surrounding development. COMMERCIAL: Sub-Goal - Provide for the commercial needs of the area. Policy 1. Encourage commercial developments at appropriate locations in the area. Implementation Techniques A: Require appropriate design elements. Plan Tucson LT28.1.2 Require telecommunications facilities be located, installed, and maintained to minimize visual impact and preserve views. Cabling and fiber optics should be installed underground where possible, and the visual impact of cellular towers should be a prime consideration in the City's acceptance and approval. LT28.1.3 Improve the appearance of above-ground utilities and structures and extend access to high-tech wireless communications facilities throughout the city. |
