The applicant's preliminary development plan, submitted for the pre-application conference, shows the monoelm with the antennas concealed by artificial branches.

The subject property fronts onto Grant Road and is accessed only by Grant Road. It is zoned C-1, and is occupied by a window tinting business. The site is bordered by C-1 zoning to the west (commercial use), and C-2 zoning to the east and south (tunnel car wash with vacuum stations). Immediately southwest of the site is R-2 zoned property that is undeveloped. The nearest developed residential property is zoned R-2 and is located approximately 230 feet to the east, east of the car wash property and an additional commercial property.

The 30' x 30' lease area is proposed for the southwest corner of the subject lot. The lease area is proposed to be surrounded by a new 6-foot tall CMU. There is an existing 31-foot tall tree in the lease area that is to be removed as part of the project. The landscape plan shows nine evergreen plants proposed around the outside of the lease area. The plants are scheduled to grow to 4-5 feet tall, with a 4-6 foot spread, which should soften the appearance of the enclosure.

Analysis: The monoelm proposal is consistent with the locational component of Policy 1, and the design component of Policy 2. The proposal is also consistent with Policy 6, regarding disguising the WCF. The proposal is also consistent with PT policy regarding WCF's. No plan amendment is required.

In terms of wireless communication facilities, a stealth application is one that disguises the appearance of the pole and antennas to look like an element of the built or natural landscape, which could typically occur at the chosen location. A stealth application should be as close as possible in scale and appearance to the object it is disguised as, with no obvious unnatural elements. The success of a stealth application is dependent on the ability of the design and construction of the cellular site to fit into its surroundings to such a degree that it is not noticeable. Scale and proportion, site design, color, and materials, are particularly important in stealth applications insofar as they contribute, or do not contribute, to the ability of the facility to be as unobtrusive as possible. To ensure compliance with plan policy, and a successful stealth monoelm at this location, staff will recommend that the proposal be subject to the following Special Exception conditions:

" The monoelm shall not exceed 50 feet in height at top of the highest point;
" The pole shall be covered with cladding (bark) where visible, and painted to resemble a live tree;
" Replacement of lost/damaged branches to be completed within ten working days of observation;
" All cables shall be run inside the pole, with no foot pegs or other visible appurtenances;
" All wires, wire ports and equipment shall be concealed behind the artificial branches and leaves;
" Antenna panels shall be colored or provided with a sock in a light/shade pattern to better camouflage them;
" Ground equipment to be screened by a masonry wall, and decorative materials (such as tile, stone, or brick), coarse textured covering materials (such as stucco or plaster), colors that are predominant in the natural desert landscape, or a combination of these techniques shall be incorporated into the wall design; and,
" Any future collocated antennas shall be camouflaged and concealed by artificial branches and leaves.

Commercial Land Use Group with Land Use Class/Type: Wireless Communication, limited to wireless communication towers and antennas. This use is subject to Use Specific Standards 4.9.13.O and S[1] - 4.9.4.I.2, .3, .7

The submitted plan, showing the proposed development, is not acceptable to continue the review for the zoning examiner's report.

The proposal calls for elimination of approved parking spaces for the principal use. A revised development package with be required to demonstrate compliance with the required parking and circulation.
