COMMENTS:
1. Development must comply with the Administrative Manual Section 2-06 - Development Package.
2. Multi-family development is not permitted in the RX-2 zone, but would be permitted in the R-3 subject to use-specific standards 4.9.7.B.6.
3. In the R-3 zone maximum lot coverage (including buildings and parking areas) is 70%. The maximum building height is 40 ft. It is unclear whether the proposal meets these standards.
4. A total of 17 units are proposed, including 2 three-bedroom units, 3 two-bedroom units and 12 one-bedroom units. The lot is approximately 40,000 sq ft and in the R-3 zone would allow up to 33 units.
5. A sidewalk/crosswalk is required from each public street to the main building. Sidewalks are required between any parking area access lane (PAAL) and the building.
6. A total of 29 parking spaces are required and 33 are provided on site. A total of 2 accessible parking spaces are required, one of which must be van accessible. An accessible route to the building is also required.
7. As presented, the parking does not meet standards. The 45 degree parking is illustrated at 18' x 8'7". Minimum requirements are 18.7' x 8.5'. The PAAL is illustrated at 13'2". Minimum requirement for a one-way PAAL accessing 45 degree parking is 13', as long as the PAAL is not also serving as a fire lane. However, to access the 90 degree parking, the minimum requirement is 24'. Verify if the PAAL will serving as a fire lane and how parking requirements for both 45 and 90 degree parking will be met.
8. Wall height is used to determine applicable setbacks, additional information needed
a. Setback on Pantano is 21' or wall height, measured from back of future curb (approximately 12' to the east of existing property line)
b. Setback on UHL is 21' or wall height, measured from outside edge of adjacent travel lane
c. Setback to south and west is 10' or 3/4 the height of the wall, a 40' wall would require a 30' setback
9. As development is proposed on two lots, a lot combination to be processed with Pima County is required.
10. Per MapTucson and Assessor records, it appears the 20' noted on the west of the property is not a dedicated alley, but is actually an easement. I recommend verifying the purpose of the easement and whether it can be abandoned.
11. The comments provided are preliminary and are not to be assumed as a complete review of the proposal. During the Development Package review process, a full review will be made by Zoning to assure compliance with the applicable UDC development criteria and Technical Standards.

" This project may connect to the existing 6" asbestos-cement water main on the south side of the UHL Street right of way, not within a utility easement on the property. This project may not connect to the 24" water main in Pantano.
" Blue-Staking will need to be performed to determine the exact location of this 6" water main, and determine the need for any lane or road closures necessary to make the connection.
" The water pressure in the 6" water main is in the 77 to 84 psi range.
" The Tucson Fire Department has indicated a fire flow of 1500 gpm for 2 hrs will probably be required for this multi-story development. Modeling indicates that such a fire flow will cause the water velocity in the existing 6" asbestos-cement water main in UHL St. to exceed Tucson Water's maximum allowable velocity, and quite possibly, damage this old water main. Construction of an off-site water main would be necessary to provide a fire flow of 1500 gpm for 2 hours at this location.
" The maximum fire flow that Tucson Water's existing system can provide to this location without exceeding Tucson Water's maximum allowable velocity standard is 1300 gpm for 2 hrs.
" If the construction of an off-site water main becomes necessary to meet fire flow requirements, a 'Research Master Plan' showing the location and size of the new water main will need to be submitted Tucson Water's New Development section to verify it will correct this issue in an appropriate manner.
" You may contact Tim Rowe of Tucson Water's New Development Section, at 520-837-2106, if you have any questions about this matter.
" After a drinking water fixture count has been conducted for the project, please contact Ray Munoz at 837-2207 in the Tucson Water New Services Section to discuss:
o The number of water service lines, water meters, and meter sizes, necessary to serve this development.
o The advantages and disadvantages of installing any necessary off-site water main ,and the necessary water meters via Tucson Water's Job Order Contract (JOC) process.
