10/31/2019 ELISA HAMBLIN ZONING REVIEW Completed CDRC Thursday Pre-Submittal Transmittal
PDSD Zoning Review

FROM: Nicholas Martell, Planner

PROJECT: Thursday Pre-submittal meeting - T19PRE0193
Address: 3911 N Tucson
Parcel(s): 112021930
Zoning: R-1
Existing Use: Residential
Proposed Use: Residential and Civic - Religious Use

TRANSMITTAL DATE: 10/30/19

COMMENTS:
1. Development must comply with the Administrative Manual Section 2-06 - Development Package.
2. The proposal is for the conversion of a 2,380 sf. garage to a church. Religious use is permitted in the R-1 zone, but is limited to 60% lot coverage. The remaining buildings will be a residential use. The two uses on the site would both be considered principle uses.
3. As the existing garage is changing from a residential use to a religious use, this is considered a change of use and full code compliance will be required for the site. The site must be developed to commercial standards for parking, landscaping, vehicle circulation, etc.
4. Within all development, a continuous pedestrian circulation path is required, including a sidewalk accessing the adjacent street and connecting all areas of the development.
5. Bike parking will be calculated based on expected church attendance. The standard in the UDC requires bike parking for 2% of the expected church attendance. The minimum requirement is 2 spaces and 1 per every 20 employees. More information is required.
6. Clarification is needed for the trailer in the southwest corner. The structure appears to be straddling two different properties. The structure cannot occupy both lots. It must be relocated, or the lots must be combined. A recreational vehicle cannot be used as a dwelling unit.
7. Vehicle parking for a religious use is required at a ratio of 1 space per 100 sq. ft. GFA in all combined public assembly areas or areas where religious services are held, whichever is applicable. For multiple or mixed use development where Religious Use is the principal land use, the total number of motor vehicle spaces required is the number required for the Religious Use or the sum of those required for other uses on the site , whichever is greater (7.4.4-1). Further information regarding the square footage of the worship area are required. 21 parking spaces are shown on the property.
8. Because the dimensions of the parking spaces were not shown in the pre-submittal process, ensure 7.4.6 is referred to when designing parking spaces. Parking must be surfaced for commercial standards. Parking for individuals with physical disabilities is required by the city of Tucson's adopted building code.
9. Unpermitted accessory structures around the property need to be permitted through the development review process or removed from the property.
10. Separate access via Tucson Bl or by an access easement to the property with the parcel ID of 112021940 is required.
11. The comments provided are preliminary and are not to be assumed as a complete review of the proposal. During the Development Package review process, a full review will be made by Zoning to assure compliance with the applicable UDC development criteria and Technical Standards.
