APPLICABLE PLAN POLICIES:
Plan Tucson contains a variety of elements that are categories in four focus areas, including the Social Environment, the Economic Environment, the Natural Environment, and the Built Environment. Each focus area contains specific goals and each element contains specific policies.

The Future Growth Scenario Map illustrates different building blocks within the city that have specific policies to promote future growth opportunities. The proposed development lies within the Existing Neighborhoods building block of the Future Growth Scenario Map.

LT28.2.3 High-density (greater than 14 units per acre) residential development is generally appropriate where primary vehicular access is provided to an arterial street and is directed away from the interior of low-density residential areas.

LT28.2.12 Support environmentally sensitive design that protects the integrity of existing neighborhoods, complements adjacent land uses, and enhances the overall function and visual quality of the street, adjacent properties, and the community.

LT28.2.13 Support infill and redevelopment projects that reflect sensitivity to site and neighborhood conditions and adhere to relevant site and architectural design guidelines.

LT28.2.14 Protect established residential neighborhoods by supporting compatible development, which may include other residential, mixed-use infill, and appropriate nonresidential uses.

LT28.2.15 Consider residential development with densities that complement the size and intensity of the center or node, while providing transitions to lower density residential uses. For example, high-and medium-density development can support and reinvigorate regional activity centers, while appropriate medium- and low-density infill can complement the scale and character of neighborhood activity nodes.

The goal of the Pantano East Area Plan (PEAP) is to provide land use policy direction and design guidelines for development within the Plan boundaries.

The Residential Land Use Policies are needed to ensure the compatibility of new development with existing development and to promote a variety of residential opportunities in the area.

Sub-Goal: Encourage the development of a variety of housing types including single family detached units, duplexes, apartments, condominiums, townhouses, and mobile homes.

Policy 1. Preserve the integrity of established neighborhoods.

Policy 2. Promote residential infill of vacant land where adequate provisions of streets and utilities are available.
C. Medium- and high-density residential developments are appropriate along arterial streets.

Policy 3. Ensure the compatibility of new development with existing land uses.
A. Promote clustering and design flexibility in developments by encouraging the use of planned unit developments,* zero lot line, lot development options, and residential development projects.
B. Require appropriate design elements (fences, walls, vegetation, etc.) during the rezoning and development review processes when locating multi-family dwellings and nonresidential uses within proximity of established neighborhoods.
C. Employ defensible space concepts in development proposals.

ANALYSIS:
The applicant is proposing to rezone a 0.937 acre lot from RX-2 (Suburban Residential) to R-3 (Residential). The existing land use is one single family residence, and the proposed land use consists of a four-story multi-family residence. The proposed R-3 is similar in character to the zoning on the lots north, and northwest. The property directly to the north was rezoned in 1985 to R-3 and a property to the west was rezoned in 2013 to R-2.

Both Plan Tucson and the PEAP support high-density residential along arterial streets that are appropriate in scale and design. The proposed project is located along Pantano Road, an arterial street per MS&R, and is a multi-family residence with a proposed building height of 40' and total floor area of 29,400 SF.

PEAP policy ensures that new development be compatible with existing land uses and requires appropriate design elements, such as fences, walls, and vegetation, during rezonings when locating multi-family dwellings within established neighborhoods. Existing adjacent land uses include a church located on the adjacent lots to the west and south and residential to the east and north.

Staff is concerned that a four-story building does not appear to match the existing scale of the area which is primarily two-story to the north, and south and single-story to the east and west. Additionally, the site plan shows that screening and buffering for the proposed project includes a wall along the lot boundary and landscaping on the north, east, and south. However, staff is concerned on whether this will provide adequate screening and buffering for a four-story building.

Staff advises further demonstration that a 40' building height shows compatibility with the existing scale and that screening and buffering, especially on the south and west, are appropriate to ensure compliance with the PEAP.

Staff concludes that the proposed rezoning is consistent with both Plan Tucson and the PEAP, provided scale and screening and buffering are further demonstrated, and a plan amendment is not required prior to rezoning from RX-2 (Suburban Residential) to R-3 (Residential).
