Development must comply with the Administrative Manual Section 2-07: Final Plat, Block Plat, Minor Subdivision, and Condominium Plat Applications. 2. The proposal is to subdivide an existing vacant lot into 5 lots, planned for residential and commercial uses. Although the proposal is for a minor subdivision, additional information has been provided with this submittal. As such, comments for the both the subdivision and planned development are included. 3. As there is no minimum lot size in the C-3 zone, the proposed lots ranging in size from 1600 - 2100 sq. ft. are permissible. However, I recommend reviewing lot dimensions with utility companies for adequate width. Tucson Water has typically been requiring 15' of street frontage for each residential lot to receive service. 4. Residential and commercial uses are permitted in the C-3 zone. 5. Required setbacks from Stone and 17th Av are 21' or the building height as measured from the back of existing curb on Stone and outside edge of adjacent travel lane on 17th. Setbacks to the north and east are 0'. The proposal appears to meet these standards. 6. As indicated with this submittal, residential requires 2.25 spaces per unit. Commercial uses require 1 space: 300 sq. ft. Seven spaces are shown on-site and four on-street on the plan. On-street spaces cannot be used to meet parking requirements. However, an Individual Parking Plan can be used to reduce the required number of spaces and on-street spaces can be used as part of the rationale for the reduction. Due to the unique nature of this site and the proposed development, you may wish to utilize the infill incentive district (IID) option for relief of setbacks, landscaping and parking. In either case, I might recommend instead of proceeding as a minor subdivision, you go the following route: tentative plat (development package) to include modification processes (IID or IPP and variance), final plat, building permits.
