Development must comply with the Administrative Manual Section 2-06 - Development Package. 2. The proposal is for a 5,000 sq ft animal hospital to be constructed off Valencia Rd. The draft site plan that was provided appears to generally conform with development standards of this zone and location. Clarification is needed regarding driveway improvements and shared access with the site to the west. 3. Animal service is a permitted use in the C-2 zone, subject to use-specific standards 4.9.4.D.1, .2, .3, & .4 and 4.9.13.P or 4.9.4.D.7 & 4.9.4.D.10-.15. These standards limit overnight confinement, boarding, outpatient for small animals. Activity must also be conducted within an enclosed building. Clarification is needed to determine if these standards will allow the use as proposed. 4. If the use does not meet the above standards, it is subject to use-specific standards 4.9.4.D.9 - .15 and requires a zoning examiner special exception procedure. These standards address setbacks, fencing, waste removal, outside exercise, operational hours and noise level.
