To enhance the visual appearance of the streetscape, a street landscape border is required in accordance with Table 7.6.4-1 along the street frontage of a site as follows, except as provided in Section 7.6.4.C.4, Exceptions to the Landscape Border Standards:


a. Minimum Width


Street landscape borders must be a minimum of ten feet wide as measured from the street property line. On streets designated as Major Streets and Routes (MS&R), the street landscape border must be measured from the future MS&R right-of-way line as determined by Section 5.4.4, Establishment of MS&R Right-of-Way Lines and Gateway Routes.


b. Residential Subdivisions


Street landscape borders for residential subdivisions of eight or more lots shall conform to the following standards.


(1) Street landscape borders are only required along the exterior boundaries of subdivisions. Landscape borders are not required along front yard street frontages.


(2) Walls, fences, or other screening must be placed behind the landscape border.


(3) The landscape border must be recorded as common area and maintained by the homeowners association (HOA) for the subdivision. The subdivision CC&Rs shall reference and require compliance with the maintenance standards in Section 7.6.8, Maintenance. The PDSD Director may allow the recording of a public use easement with the subdivision plat in cases where the standards of this section are the only reason for the creation of an HOA. The public use easement shall require the abutting property owner to install and maintain a landscape border in accordance with the standards in this section.


(4) Street landscape borders fronting on local streets may be reduced to a minimum of five feet.


c. Located on Site


Street landscape borders must be located entirely on site, except that, if approved by the City Engineer or designee, up to five feet of the required ten foot width may be placed within the adjacent right-of-way area or within the Major Streets and Routes (MS&R) right-of-way area on MS&R streets.

1) A water service availability letter submitted and a will serve letter issued from Tucson Water.
2) A master Tucson Water plan submittal with a copy of the checklist and will serve letter issued in step one. This master water plan requires a fire flow requirement and a signature from the fire marshal.
3) A design Tucson Water plan submittal with a copy of the improvement plans, the electrical plans, the checklist, the final plat and a copy of the approved master Tucson Water plan submitted in step 2 above.

COMMENTS:
1. Development must comply with the Administrative Manual Section 2-06 - Development Package and Article 8.7.3 Flexible Lot Development.
2. The proposal is to resubdivide an existing 13 lot residential subdivision into an FLD subdivision with 12 units.
3. The proposed density and design appear to be in conformance with FLD standards under density option 'B'. During preliminary review, I was unable to determine if the proposed setbacks would meet standards. If modifications for the FLD setbacks is desired, a DDO is not an option. However, you may apply for a variance. The variance would need to demonstrate this is not a self-imposed hardship. The variance would need to be granted for each parcel seeking a reduced setback and would have to be approved prior to tentative plat approval. Please contact Mark Castro at mark.castro@tucsonaz.gov for more information on the variance process.
4. A technical standards modification request would be required for the proposed street design.
5. A tentative and final plat will be required.
6. The comments provided are preliminary and are not to be assumed as a complete review of the proposal. During the Development Package review process, a full review will be made by Zoning to assure compliance with the applicable UDC development criteria and Technical Standards.
