| 12/18/2019 | STEVE SHIELDS | ZONING | REVIEW | Reqs Change | PDSD TRANSMITTAL FROM: Steve Shields Section Manager PROJECT: T19CM09243 222 W Kentucky Street Bedroom and Bath Addition Residential (1st Review) TRANSMITTAL DATE: December 18, 2019 The porch addition plans have been reviewed by Zoning Review Section but cannot approve the plan until all zoning comments or concerns have been addressed. This site is located in the R-3 zone (UDC 4.7.12). A single-family residence is a permitted use in this zone (Table 4.8-2). See Use Specific Standards 4.9.7.B.6. 1. Based on the most current aerial photos this site is made up of two (2) parcels, 120-08-5600 & 120-08-5610, and there appears to be a shed/garage on parcel 120-08-5610 not parcel 120-08-5600 as shown on this site plan. Per UDC Article 6.6.2.B An accessory building shall be built only on a lot occupied by a principal building or use. That the shed/garage is not allowed by itself on parcel 120-08-5610. Either a lot combination is required so that a detached accessory structure is not on a parcel by itself or provide a copy of the plans that approved the shed/garage on parcel 120-08-5610 by itself. 2. The site plan shall be drawn at an engineering scale, i.e. 1" = 10' 3. The lot coverage calculation does not appear to be correct. Per UDC Article 6.4.3.B.3.b vehicle use are is part of the lot coverage calculation. 4. The street perimeter yard setback shown on the plan is not correct. Per Amended Frontier Village plat, recorded in Book 7 Page 69, the required street perimeter yard is 25'. 5. Per UDC TABLE 6.3-2.A: DIMENSIONAL STANDARDS FOR THE R-1, R-2, R-3, MH-1, & MH-2 ZONES, R-3 zone, residential use to a residential zone the required perimeter yard setbacks are 6' 0r 2/3 the height of the exterior building wall, greater of the two. As building elevations were not provided required perimeter yard setbacks cannot be verified. Based on the 10'-0" exterior wall height shown on sheet S-01 the required perimeter yard setback to the west property line is 6'-8" and a Design Development Option (DDO) will need to be submitted and approved for a reduced perimeter yard setback of 5'-8" as shown on the plan. 6. Show the proposed porch on the plot plan and provide setback dimension from the posts supporting the porch to the applicable property line. 7. Show the curb and sidewalk along Kentucky street and provide a dimension from center line of street to curb, curb to sidewalk, sidewalk width and curb to street property line. 8. This letter reflects comments to be addressed. In order to facilitate a shorter back check time, please provide two sets of updated plans and calculations with a written response to each of the notated items indicating action taken. Do not cloud the changes made for comment revisions. SCOPE OF REVIEW: The scope of this plan review covers architectural, plumbing, mechanical, energy conservation and electrical. All code references are to the 2018 International Residential Code and 2018 International Energy Conservation Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions and concerns before permit approval. STRUCTURAL PLANS: 1. Provide rafter sizes and spacing in compliance with Table R802.4, or show engineered trusses on sheet S-06. ELEVATIONS: 1. Provide complete drawings of all proposed elevations, R301.1. SECTIONS - DETAILS: 1. An unvented roof assembly requires an air-impermeable rigid insulation material with a minimum R-5 value applied correctly to either side of the roof sheathing, R806.5. Show a roof design with insulation types and minimum thickness for meeting the condensation control requirement and the minimum total insulation value of R-38. Update sheet S-05. PLUMBING PLANS: 1. Show if the requires 1" yard pipe is existing or replacing an undersized line, P2903.6. MECHANICAL PLANS: 1. Provide demand calculations in accordance with Manual J/S/D standards, M1401.3, M1601.1. Systems shall be sized in accordance with Manual S based on building loads calculated in accordance with Manual J and duct systems sized in accordance with Manual D. Notate if the mechanical system calculations may be provided by deferred submittal. The deferred calculations must be approved through revision process prior to mechanical inspections. A 5 ton unit appears oversized for the 1260 SF addition. ELECTRICAL PLANS: 1. Provide an electrical riser diagram, E3403. Show if the service drop is overhead or underground. 2. Smoke alarms are required outside each separate sleeping area, R314.3.2. Show a smoke alarm in each bedroom and outside in the immediate vicinity. In addition to within bedrooms add a carbon/smoke detector in the hallway to the bedrooms. 3. Protection of all interior 15A & 20A circuits serving outlet locations (except garage, kitchen, and bathrooms) including receptacles, lights and smoke detectors requires combination type arc-fault circuit interrupters, E3902.16. INTERNATIONAL ENERGY CONSERVATION CODE: 1. Energy Certificate: (Mandatory) place near the indoor furnace or in utility room, N1101.14. Add notation to plans.
