I have reviewed the building plans for compliance with the issued development package (DP18-0067) and found that the building plans are acceptable as it relates to zoning requirements, which includes the building square footage, building height, building footprint, and location on the site. 1. COMMENT: Remove civil and landscape sheets. If requested, include the private utility sheet and mark "FOR REFERENCE ONLY". 2. COMMENT: Add keynote, like "under separate permit, DP19-0038", next to civil and landscape sheets in index. The sheets can be compiled together later on the job site. Zoning will review the building plans on the next submittal to assure that any updates made to the building plans or the development package does not affect zoning requirements. Zoning cannot approve the building plans until all PDSD commercial plans reviewers have also approved the building plans. ARCHITECT: VFLA and a.23 Studios PHASE: REVIEW OF PERMIT SET On August 20, 2019, in the 3 rd floor large conference room of COT P & DSD, I reviewed the full permit set of the construction documents for the above-cited project. I reviewed them for two hours and then discussed my findings with Architect Burak Bekat on the telephone and with Koren Manning in the room. I reviewed the set and confirmed several key items: A0.0: I confirmed that any substitutions must be approved by the Owner and the Architect. A0E.1: Unit 112 is a live-work space as promised. And is differentiated by brick (as per A3E.1) The internal patio is accessible from 6 th Street as promised. The detail at the 4 th Avenue SE complex entry gate is well done. A0E.4: The upper level setback form 6 th Street and 4 th Avenue was respected. A3E.1 (and others): Sunshades over double (D) windows on all sides but north as promised. A4E2.14: Steel tube sunshade awning detailed as promised. In addition, I have the following questions/findings: 1. The 2 nd and 3 rd level windows facing 4 th Avenue (A3E.1) has consolidated the two separate protrusions into a single larger one. That change is noted and accepted as equivalent. 2. The porcelain tile (non-decorative) size on the design renderings is shown as a smaller tile (4” or 6”). On the permit set (A3E.1) those tiles are shown as 12” or 16”. Please construct the project with the smaller porcelain tiles to give better detail at the pedestrian scale. 3. The promised mural on the final design submittal is not shown on A3W.2. Please ensure that this mural is included in the project as promised. Please submit final mural design to COT when complete. 4. The drawings show (A0E.3) the upper level balcony on 4 th Avenue allowing residents to come all the way to the east parapet (approx. 4’ tall) and overlooking 4 th Avenue. I strongly suggest that you place terrace planters in this area to keep people away from that overlooking edge. |
