PDSD Zoning Review Section

PROJECT: T19CM04509 - Commercial Use Group - Automotive Service Full Service Car Wash
Building Plan Review (2nd Review) "Surf Through Express Car Wash"
10206 E Old Vail Road - Current C-1 to I-1 Zoning (C9-18-21)

TRANSMITTAL DATE: November 25, 2019

DUE DATE: December 9, 2019

COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

1. COMMENT: The Development Package DP19-0149 (still under review) zoning cannot approve the building plans at this time. Zoning has done a cursory review of the building plans. The alignment of the sidewalk on the north of the site is inconsistent with the DP.

2. COMMENT: Zoning will review the building plans on the next submittal and do a comparison to the DP if available to assure consistency with what is proposed on the DP drawings as it relates to the zoning review purview (Building footprint, Height, square footage, site conditions etc.) and on this project any rezoning conditions of rezoning case C9-18-21. Also zoning cannot approve the building plans until the Commercial Plans reviewer(s) have approved the building plans.

3. COMMENT: If any changes are necessary to the building plans due to plan review comments that affect zoning requirements the DP will have to be revised to reflect the changes. Once the DP is approved by all reviewers and the building plans are approved by the Commercial Plans reviewers zoning can approve the building plans.

4. COMMENT: The site plan included in the building plan package does not match the site that is being reviewed for the development package. Assure that the inconsistencies between the two site plans are corrected.

12/05/2019 ROBERT SHERRY PLUMBING-COMMERCIAL REVIEW Reqs Change 1. Relocate the cold water shut off valve to a position upstream of the thermal expansion tank. [Initial comment: Show the storage water heater, thermal expansion tank, and hot water recirculation system installed correctly and in a manner consistent with the Code and the manufacturer's instructions (e.g. shut off valve and check valve locations relative to the thermal expansion tank and the location of the hot water return pipe). Reference: Sections 303.2 and 607.3, IPC 2018.]
2. Notwithstanding the note on sheet P300, the vents for the water closets and floor drains in the two restrooms do not rise vertically to six inches above the plumbing fixtures they serve prior to running horizontally. [Initial comment: Verify that all of the vents (except for vents serving interceptors located outdoors) rise vertically to at least 6" above the flood rims of the fixtures they protect prior to running horizontally (e.g. water closets, floor drains). Reference: Section 905.4, IPC 2018.]
12/05/2019 ROBERT SHERRY MECHANICAL-COMMERCIAL REVIEW Reqs Change 1. The Building Energy Analysis Report was not included with the submitted documents. Note: if the building envelope, HVAC systems, and Service water systems utilize ASHRAE Standard 90.1-2016 to demonstrate compliance with the energy codes adopted by the City of Tucson, then the electrical power and lighting systems must also show compliance with ASHRAE Standard 90.1-2016. [Initial comment: Demonstrate energy code compliance for the building envelopes of the car wash and the pay station using calculations based on the current code. Reference: Sections C101.3, C101.5, C103.2, C303, and C401.2, International Energy Conservation Code 2018.]
2. The Building Energy Analysis Report was not included with the submitted documents. [Initial comment: Show how one of the "Additional Efficiency Package Options" (C406, IECC 2018) is to be accomplished. Reference: Section C401.2, IECC 2018.]
3. The Building Energy Analysis Report was not included with the submitted documents. [Initial comment: Provide heating and cooling load calculations to justify the heating/cooling capacities of the specified HVAC units. Reference: Section C403.1.1, IECC 2018.]
