| 10/08/2018 | PMCLAUG1 | COMMUNITY PLANNING | REVIEW | Completed | Background: This is a Special Exception request by TEP to construct a new 138/46/13.8 kV substation and associated facilities to facilitate solar development interconnection, provide future power supply for planned growth in the area, and provide contingency for the power system. The proposed site is a vacant 52.14 acre parcel south of the Swan Road and Old Vail Connection Road intersection. Swan Road is classified as Arterial Roadways on the Major Streets and Routes Plan map. Surrounding Zoning and Land Uses: The property is surrounded by RH zoning to the north, east, south and west, with uses to the east - vacant land/prison, to the west - vacant and residences, to the north - vacant and gravel pit, and to the south - vacant, utility, and residential. APPLICABLE PLAN POLICIES: Plan Tucson: Supports the coordination with utility companies and other public service providers fort he planning of infrastructure, facilities, and services, making sure infrastructure and facility construction is sensitive in design and location to environmental and historic resources. PT also provides policy direction in the improvement and the appearance of above-ground utilities and structures, and supports extending access to high-tech wireless communications facilities throughout the city. Note that the Rincon Subregional Plan does call out this site in any of the Map Details and thus does not provide for any specific land use policy guidance. Analysis: Plan Tucson supports utility upgrades. The proposed project does not require a plan amendment. |
