Generally, the Plans support the requested use when visual impacts, setbacks, and landscaping and buffering elements are addressed. Commercial Policy 1 of the Pantano East Area Plan supports commercial developments in appropriate locations in the area along arterial streets when adjacent uses are adequately buffered. Commercial Policy 2 of PEAP supports the integration of adjoining commercial uses with design in harmony with adjacent residential uses. Plan Tucson identifies this area in the Future Growth Scenario Map as an "existing neighborhoods" category. Existing neighborhoods are defined as maintaining the specific character of these neighborhoods, while accommodating some new development and redevelopment, and new services and amenities that contribute further to neighborhood stability. Furthermore, Plan Tucson, guidelines LT28.1.2, supports telecommunication facilities to be installed and maintained to minimize visual impact and preserve views. LT28.1.3 states that WCF be designed with improved appearances of the above ground utilities and structures and extend access to high-tech wireless communication facilities throughout the city. Assessment: The proposed fifty (50) feet tall stealth monopine wireless communication facility (WCF) is to be located southwest of the intersection of 29th Street and Old Spanish Trail, approximately 1,200 feet southwest of the Old Spanish Trail right-of-way and 450 feet south of 29th Street. The Major Streets and Routes Map identifies Old Spanish Trail as a Scenic Arterial street. The site is developed as a Tucson Unified School District public school (Dunham Elementary School) with multiple buildings. The WCF is proposed in an area south of the main school buildings near an existing ramada/shade structure. The WCF is located in a field used for play by students in the Elementary School and surrounding neighborhoods. A new twelve foot wide utility/access easement is proposed from 29th Street to the WCF location. Ground equipment will be located adjacent to the existing ramada/shade structure in a 12' by 34' lease area and will be enclosed by a ten (10') foot tall masonry wall that will be painted to match on-site buildings. The fifty-nine (50) foot tall Stealth monopine will be located outside of the ground equipment masonry wall enclosure in a separate lease area of 17' x 17'. If a diesel generator is proposed for emergency backup power, then generator to be within an enclosed metal cabinet. Diesel generated noises to be mitigated and impacts to adjacent land uses to be minimized. Plans support a stealth design such as the proposed monopine design and to help mitigate and soften the visual view sheds of the WCF from adjacent land uses, There are several existing live trees near the lease areas and two additional 24" box trees are proposed with irrigation provided in locations near the lease areas to soften the view shed as well. Staff recommends that two Arizona Ash (Fraxinus velutina) or Fan-Tex Ash (Fraxinus velutina 'Fan-Tex') be planted, due to their drought tolerance and low maintenance. Ground equipment and enclosure wall color theme to blend with existing on-site land uses. Staff recommends that the proposed WCF be designed to support future collocation, as indicated on the PDP, and that antennas be mounted close to the monopole and screened by the monopine stealth design. Both monopine and antennas should be painted to complement the natural range of colors on surrounding trees, to mitigate and minimize visual impacts. Ground equipment shelter (cabinets) and masonry wall to be textured, finished, or painted to compliment the on-site land uses. |
