The submitted plan, showing the proposed Wireless Communication is acceptable to continue the review for the zoning examiner's report. Items of importance that need to be noted at this time: 1. As the proposed cell tower and enclosure are removing vehicle parking a development package (DP), commercial site plan, meeting the requirements of Administrative Manual (AM) Section 2-06. Fort Lowell Rd. The applicant, Matt Dorris, for Sun State Towers, is proposing to install a 50-foot tall stealth wireless communications tower and a 502-square-foot equipment enclosure with an 8-foot tall block wall within a leased area at the northeast corner of a ~0.9-acre property just west of Country Club Rd. According to the submitted site plan, the tower will be installed approximately 190 feet north of Fort Lowell Road and 320 feet west of Country Club Road. Both Fort Lowell and Country Club Roads are classified as arterial roadways on the City of Tucson Major Streets and Routes Plan map, with a planned right-of-way of 100 feet. The request for a 50-foot tall stealth tower will require approval as a Zoning Examiner Special Exception in accordance with the use-specific standards for wireless communications facilities in commercial zones set forth in the Unified Development Code Section 4.9.4. Surrounding Zoning and Land uses: The subject property is located on the north side of E. Forth Lowell Rd., approximately 320 feet west of Country Club Rd. The property is zoned C-1 and the uses on the site are retail commercial. Property east of the proposed Special Exception is zoned C-1 and is the site of a commercial car-wash facility. The property to the north of the project site is zoned C-1 and is the location of a multi-family housing complex. West of the subject property is a parcel zoned C-1 that is used as an access drive for the residents of the adjacent apartment buildings located to the north of the site. The subject property is bordered by Fort Lowell road to the south, and parcels south of Fort Lowell Road are zoned C-1, and have commercial and medical office uses located on the properties. Land Use Policies: Policy direction is provided by Plan Tucson (PT) and the Northside Area Plan (NAP). Plan Tucson- (PT), Plan Tucson supports policy that utilizes the Future Growth Scenario Map as a guide for determining the general location of development opportunities, development patterns, land use and transportation concepts, while also considering area and site specific issues. The project site is located in an area identified on the PT Future Growth Scenario Map as a Mixed-Use Center. These areas combine a variety of housing options, retail, services, office, and public gathering places, located close to each other, providing occupants of the center and the residents and workers in the surrounding neighborhoods with local access to goods and services. PT policy supports the improving the appearance of above-ground utilities and structures and extending access to high-tech wireless communications facilities throughout the city. Northside Area Plan- (NAP), The purpose of the Northside Area Plan is to guide future development, while protecting and enhancing existing uses by encouraging a mix of residential and nonresidential land uses at appropriate locations, while protecting the integrity of existing neighborhoods. The NAP was written before widespread use of wireless communication facilities, and the Plan does not address the development of new towers. General design principles for new development in the Plan area shall be designed in such a manner that is compatible with existing adjacent land uses. Assessment: The applicant proposes to develop a wireless communications facility in the northeast corner of a parcel located on the north side of Fort Lowell Road, just west of Country Club Road, with a 50-foot tall stealth monoelm and a ~502-square foot equipment enclosure surrounded by an 8-foot masonry wall. The site is located within the Northside Area Plan area. The NAP does not address wireless communications facilities, but does require that any new development shall be compatible with existing land uses. The stealth monoelm design is appropriate design for this location based on existing vegetation on and around the subject property. Although multi-family residential developments currently exist on properties adjacent to the subject property, those properties are zoned C-1, and the project site meets the requirements outlined in the UDC for setbacks from residential or office-zoned properties for wireless communications facilities. Conclusion: Plan policy requires compatibility with the surrounding neighborhood, and visual impacts are expected to be minimized through site design of the WCF and shall be addressed in the Design Compatibility Report (DCR). A plan amendment is not required. |
