The submitted plan, showing the proposed Wireless Communication is acceptable to continue the review for the zoning examiner's report.

Items of importance that need to be noted at this time:
1. As the proposed cell tower and enclosure are removing vehicle parking a development package (DP), commercial site plan, meeting the requirements of Administrative Manual (AM) Section 2-06. This DP will need to be approved prior to approval of the building permit for the cell tower.

All buildings and equipment will need to be elevated to the regulatory flood elevation of 2514.24 NAVD 88.
03/01/2018 PMCLAUG1 COMMUNITY PLANNING REVIEW Approved Background info: This is a proposal for a WCF, 70 feet in height and disguised as a broadleaf tree, with associated ground equipment. The site is located within a church parking area south of Valencia Road and east of 12th Avenue.

A communications use of this type in the C-1 zone is subject to Sections 4.9.13.O and 4.9.4.I.2, .3, and .7 of the Unified Development Code (UDC) and requires approval through a Mayor & Council Special Exception Procedure, Sec. 3.4.4, because the tower height exceeds 50 feet. Documentation provided by the applicant indicates that no practical alternative exists.

Land use policy direction for this area is provided by the Twelfth Avenue-Valencia Road Area Plan and Plan Tucson. Policies in both plans support non-residential development if the scale and character of the development will be compatible with or will complement the surrounding neighborhood. Policies in the 12th Avenue-Valencia Road Area Plan support development on the perimeter of residential areas that will protect and enhance the quality of life for area residents. The policies support site design that demonstrates sensitivity to the surrounding uses.

The site is located within 400 feet of Valencia Road, a designated Gateway Route on the Major Streets & Routes Plan.

Plan Tucson identifies this area in the Future Growth Scenario Map as an existing neighborhood and supports new services and amenities that contribute further to neighborhood stability. Policy LT28.1.2 requires that, if possible, wireless communication facilities be located, installed and maintained to minimize visual impacts and preserve views. The applicant states that the proposed wireless communication facility will help improve telecommunication services in the surrounding neighborhoods. Plan Tucson policies protect established residential neighborhoods by supporting compatible development, including non-residential uses, where the scale and intensity of use is compatible with adjacent uses. Policy LT28.1.3 calls for improving the appearance of above-ground utilities and structures and extending access to high-tech wireless communication facilities throughout the city.

Tucson International Airport (TIA) is located approximately one and one half miles southeast of the site, and the church parcel is located within the Airport Environs Zone (AEZ) Airport Hazard District (AHD). The proposed cellular communication facility use is allowed in these zones, provided the proposed height is within the designated height limit. According to the AEZ maps, the maximum structure height is 160 feet as measured above the ground surface elevation at the northwest end of runway 11L. The artificial broadleaf tree height is proposed at a maximum of 70 feet and is within the limit allowed by the AEZ. The proposed wireless communication facility use is allowed in the AEZ/AHD zone, provided the proposed height is within the designated height limit. According to the AEZ maps, the maximum structure height is 160 feet as measured above the ground surface elevation at the northwest end of runway 11L. The WCF tower height meets this maximum height allowed.

The WCF proposal is acceptable to continue review for consideration by the Zoning Examiner and the Mayor & Council. A plan amendment is not required.
