02/12/2018 PMCLAUG1 COMMUNITY PLANNING REVIEW Completed Background: This Special Exception request is for a property located at the northeast corner of First Avenue and Roger Road. The applicant, Christine Tucker on behalf of Verizon Wireless, is proposing to construct a stealth monopalm that measures 55 feet in height to the top of the highest palm frond. The wireless antenna array will consist of three sectors, with four antennas on each sector, for a total of twelve (12) antennas. The monopalm will consist of fronds of varying lengths.

The monopalm is proposed to be located just to the east and at the rear of a newly constructed commercial retail building that is directly adjacent to the south side of the Fry's shopping center. The monopalm is proposed to be located near the northeast corner of the property, and adjacent to the trash dumpster enclosure.

First Avenue is classified as an arterial roadway, and Roger Road is classified as a collector on the City of Tucson Major Streets and Routes Plan (MS&R) map. First Avenue has a planned right-of-way of 120 feet, and Roger Road has a planned right-of-way of 100 feet.

Surrounding Zoning and Land uses: The Fry's Shopping Center, C-1-zoned property surrounds the site to the north, east, and west. Properties to the east of the Fry's property are zoned R-2, and occupied by single-family residential homes. Property south of the subject property and south of Roger Road is zoned R-3 and occupied by a multi-family apartment development. Property west of First Avenue is also zoned R-3 and occupied by a multi-family apartment development. The proposed site for the stealth monopalm is at least 180 feet away from the closest residential zones or structures.

Land Use Policies: Policy direction is provided by Plan Tucson (PT) and the Northside Area Plan


Plan Tucson-(PT), The project site is located in an area identified on the PT Future Growth Scenario Map as an Existing Neighborhood. Existing Neighborhoods Existing neighborhoods are primarily developed and largely built-out residential neighborhoods and commercial districts in which minimal new development and redevelopment is expected in the next several decades. The goal is to maintain the character of these neighborhoods, while accommodating some new development and redevelopment and encouraging reinvestment and new services and amenities that contribute further to neighborhood stability. PT requires that telecommunications facilities be located, installed, and maintained to minimize visual impact and preserve views. Cabling and fiber optics should be installed underground where possible, and the visual impact of cellular towers should be a prime consideration in the city's acceptance and approval. PT also provides policy direction to improve the appearance of above-ground utilities and structures, and extend access to high-tech wireless communications facilities throughout the city.


Assessment: The planned WCF is a stealth monopalm that is proposed to be 55 feet in height to the top of the highest palm frond. The monopalm will be visible from surrounding areas, and the stealth design helps mitigate and disguise the WCF. Plan policy supports compatibility, and visual impacts are expected to be minimized through site design of the WCF and to be addressed in the Design Compatibility Report (DCR). The project is located on commercial property, and the distance of 180 feet to the closest residential properties does meet the required minimum distance from residentially zoned properties for wireless communication facilities. The 55-foot height requires that the proposal will require a Mayor & Council Special Exception. A plan amendment is not required.
