1. On sheets T and A1.0 the code reference under “Occupant Load” has been changed from 2012 International Building Code to 2015 International Building Code. Please change it back to 2012. The City of Tucson did not adopt the 2015 code edition.
2. In regards to the response to previous building review comment 3, the plumbing fixture calculations on sheet T were not performed using the occupant loads for each function calculated per previous review comment 2. Calculations are as follows: For the A2 function, 69 occupants/2 = 34.5 men and 34.5 women. Plumbing fixture ratios per 2012 IBC Table 2902.1 are the same both for men and women for this A-2 function. Therefore for both men and women, 34.4/40 = .862 water closet and 34.4/40 = .862 lavatory each. For F-2 function, 33 occupants/2 = 16.5 men and 16.5 women. Plumbing fixture ratios per 2012 IBC Table 2902.1 are the same both for men and women for this F-2 function. Therefore for both men and women, 16.5/100 = .165 water closet and .165 lavatory. Required plumbing fixtures in men’s toilet facilities are .862 + .165 = 1.03 = 2 water closets and .862 + .165 = 1.03 = 2 lavatories. Required plumbing fixtures in women’s toilet facilities are .862 + .165 = 1.03 = 2 water closets and .862 + .165 = 1.03 = 2 lavatories. The proposed plan requires an additional restroom with 1 water closet and 1 lavatory, or, an additional lavatory in the new men’s restroom would bring parity to the plumbing fixture count as long as the existing restroom off the existing office is labeled “Existing Women”, has permanent signage stating this and is open for use by female staff when the building is occupied. Please revise the plumbing fixture calculations per this comment and revise the plans to comply. Ref. 2012 IBC 2902.1.1.
3. In regards to response to previous building review comment 7, only the General Accessibility Notes 1 and 3 were corrected. The Sanitary Facilities notes were not corrected even though “Arizona Accessibility Code” was clouded in each note as if the change was made to “ICC/ANSI A117.1-2009.”
4. Regarding response to previous building review comment 10, please revise the (revised) Code Analysis per new building review comment 2 above.
5. Regarding your response to previous building review comment 12, Steve Shields, the City of Tucson Site Review Manager, was referring to the Unified Development Code (Zoning) use designation for the property when he told you that this project was not a change of use. I confirmed this with Steve. However the 2012 International Energy Conservation Code C101.4.4 specifically directs you to Tables C405.5.2(1) and (2) in this same Code to compare energy demands of the previous occupancies/uses and the proposed occupancies/uses. The previous building review comment still stands and must be resolved by the Architect.
6. Regarding your response to previous building review comment 14, there are still references to the ADA and CBC in these details. For example, titles for details 3, 9, and 11 refer to the ADA; and the note in detail 11 refers to the CBC. Please edit all the details on this sheet to be sure that the codes adopted by the City of Tucson are only shown.
7. In regards to response to previous building review comment 15, the detail was clouded as if revised, however it was not modified to include the required vertical grab bar

4. Site improvements proposed cannot be approved under the T.I. Process. For example the parking proposed in the rear yard. All access for parking for commercial uses must be from a public street. An alley cannot be used for accessing the parking area in the rear of the site without a Board of Adjustment Variance.

UDC 7.4.6.K. Use of Street or Alley for Maneuvering Area. A street or alley can not be used for maneuvering directly into or from any parking space located wholly or partially outside the public right-of-way
The following items need to be addressed on the plan;
UDC Article 4.9.5.C Manufacturing and Industrial (Includes General, Heavy Equipment, Precision, and Primary Manufacturing Land Uses)
1. The manufacturing activity shall be located on the same lot or site with the permitted use.
2. Access shall be from a street. Access from an alley shall also be permitted, provided the alley is at least 20 feet wide; it is paved for its entire block length; and zoning on both sides of the alley for its entire length within the block is not residential or office.
4. Manufacturing uses shall be conducted wholly within completely enclosed buildings.
5. All work and activity in connection with, and accessory to, a manufacturing use, such as loading and unloading areas, docks, and platforms, shall be located entirely within a building or an area on the lot that shall be enclosed on all sides by a solid wall or fence six feet in height. Such loading and unloading areas, docks, and platforms shall be located as far from any surrounding residential uses or zones as is reasonably possible.
6. The manufacturing and allied uses and activities shall be conducted in conformance with the following use specific standards:
a. Noise
The sound level of any individual operation shall not exceed the levels permitted in Section 16-31, Excessive Noise, of the Tucson Code.
b. Smoke
Smoke emission from any source shall not exceed a density greater than that described as No. 1 on the Ringleman Chart. However, smoke may be emitted that is equal to, but not darker than, No. 2 on the Ringleman Chart for not more than four minutes in any 30-minute period. For the purpose of grading the density of smoke, the Ringleman Chart, as published by the U.S. Bureau of Mines, shall be the standard.
c. Glare or Heat
Any activity producing intense glare or heat shall not be performed in such a manner as to create a nuisance or hazard beyond the property lines.
d. Odors
Emission of odorous gases or other odorous matter shall not be permitted in such quantities as to be offensive to owners or occupants of adjoining property or in such a manner as to create a nuisance or hazard beyond the property lines.
e. Vibration
No vibration shall be permitted that is discernible beyond the property lines to the human sense of feeling for a duration of three minutes or more in any one hour of the day between the hours of 7:00 a.m. and 7:00 p.m. or of a duration of 30 seconds or more in any one hour between the hours of 7:00 p.m. and 7:00 a.m.
f. Fly Ash, Dust, Fumes, Vapors, Gases, and Other Forms of Air Pollution
No emission shall be permitted that can cause damage to health, animals , vegetation, or other forms of property or that can cause any excessive soiling of the air.
g. Liquids and Solid Waste
No waste shall be discharged into the streets, drainage-ways, or on property possibly creating a danger to the public health and safety, and no waste shall be discharged in the public sewage system that might endanger the normal operation of the public sewage system.
h. Illumination
Illumination of buildings and open areas shall be located and directed so as to eliminate glare toward streets and adjoining properties and shall comply with the requirements of the Tucson Code, Chapter 6, (Outdoor Lighting Code).
8. Outdoor storage, when permitted, shall not be located in a street perimeter yard. Outdoor storage areas shall be screened in accordance with Section 7.6, Landscaping and Screening. No materials or products shall be stacked or stored to exceed the height of the screen within 50 feet of an adjoining residential zone or street . Outdoor display of finished products is permitted within a street perimeter yard in an area limited to 10% of the site area or 10,000 square feet, whichever is less. Such display area shall not encroach into required landscape buffer areas. Outdoor storage in the P-I zone is limited to 25% of the site area .

UDC Article 4.9.5.E Perishable Goods Manufacturing
1. The manufacturing of fish or meat products, sauerkraut, sugar beets, vinegar, and yeast and the rendering or refining of fats and oils shall not be permitted.
2. Slaughterhouses, meat packing plants, fertilizer yards, and plants for the reduction of animal matter is not permitted.

Depending on how the above comments are addressed a development package may be required.
