1. COMMENT: Zoning has reviewed the T.I. Plans building plans for a Brewery. While the building footprint appears to be remaining the same and not expanding the proposed use appears to be a bar with a brewery. For Zonings review purview this change of use is a major change and requires that the site be brought into full code compliance.

2. COMMENT: Zoning cannot approve the proposed T.I. until an approved development package is processed. Contact Steve Shields - Review Manager 520-837-4956 to verify if the Development package is required and if required contact Alexandra Hines for information on the development package process 520-837-6975.

3. COMMENT: The building plans cannot be approved by zoning until the DP is approved or is determined by the Review Manager that it is not required.

4. Site improvements proposed cannot be approved under the T.I. Process. For example the parking proposed in the rear yard. All access for parking for commercial uses must be from a public street. An alley cannot be used for accessing the parking area in the rear of the site without a Board of Adjustment Variance. In addition the proposed parking is not allowed out back out onto a public street or an alley if when allowed without a variance.

1. Per 2012 City of Tucson/Pima County Outdoor Lighting Code 402.1 all exterior light fixtures shall have a maximum color temperature of 3500K. Please review the Proposed Luminaire Schedule on sheet E0.2 and make necessary revisions.
2. Submit outdoor lumen calculations for this parcel per 2012 City of Tucson/Pima County Outdoor Lighting Code Table 401.1. Select a commercial option from that table and multiply the total lumens allowed for that option x the lot acreage; and multiply the total unshielded lumens x the lot acreage to ascertain the maximum lumens allowed and the maximum portion of the total that can be unshielded. Then, in tabular form, calculate the proposed total and proposed unshielded lumens for each fixture type, showing that the proposed lumens are no more than what is allowed. The lighting area for this parcel is E3.

BUILDING – COMMERCIAL
1. On sheet T remove references to the CBC and CPC. These are not adopted codes for the City of Tucson. Ref. 2012 IBC 107.2.1.
2. The occupant load factors used in the Code Analysis, sheet T, are all not what is required for functions identified in the 2012 IBC Table 1004.1.2. Per this Table “manufacturing” (Industrial) which includes the cold box, cellar, grain room, brew house requires a load factor of 1:100 gross SF, not 1:200. The “Office” (Business) area which includes the existing office, closet, and restroom requires an occupancy load of 1:100 gross SF, not 1:200. The new back bar area (treated as a commercial kitchen) which includes the cold box, storage room, and bartenders’ aisle with sinks, etc. requires an occupant load factor of 1:200 gross SF. The “Customer Area” (Assembly – unconcentrated tables and chairs) using an occupant load factor of 1:15 net SF is correct. Please revise this schedule.
3. The Plumbing Requirements, which incorrectly reference CPC-Table A, do not use the plumbing fixture ratios required by the 2012 IBC Table 2902.1. Per 2902.1.1 plumbing fixture calculations must be done for each function shown in the Occupant Load Calculations (revised per review comment 2 above) using the calculated occupancy for each area multiplied by the plumbing fixture ratios in Table 2902.1 with descriptions that most closely describe each function. Add the amounts of each type of plumbing fixture for each function together and round fractions up to arrive at total plumbing fixtures required for each sex. The amounts of fixtures shown on the floor plan shall meet the minimum required by these calculations, and, plumbing fixtures required for public use shall not be located in areas closed off to the public.
4. A service sink is not shown on the floor plan but is required by the 2012 IBC Table 2902.1.
5. A drinking fountain is required by the 2012 IBC Table 2902.1, however, the City of Tucson allows a water dispenser that is connected to a permanent potable water supply in lieu of a drinking fountain. Show on architectural and plumbing plans. Ref. City of Tucson Policy 2008-21(E).
6. Please indicate in Code Analysis, sheet T, whether this building is “separated occupancies” or “non-separated occupancies” per 2012 IBC 508.3 and 508.4. Be aware that for non-separated occupancies, the requirements pertaining to the most restrictive use of IBC Chapter 3 must be attributed to the entire building, which is A-2. And, per 903.2.1.2(1) a fire sprinkler system is required for A-2 occupancies with a fire area that exceeds 5,000 SF. Since this building is 5,369 SF a fire sprinkler system per 903.3.1.1 will be required. For separated occupancies you must adhere to the required 1-hour fire separation using a “fire-barrier” per IBC Section 707 between the A-2 and F-2 occupancies. Ref. 2012 IBC 508.4.4.1 and Table 508.4.
7. On sheet GN1 change “Arizona Accessibility Code” in General Accessibility Notes 1, 3, Sanitary Facilities Notes A(4), C(2), C(5), and D(3) to “ICC/ANSI A117.1-2009”. Ref. 2012 IBC 107.2.1.
8. On sheet GN1 change “Arizona Fire Prevention Code” in Fire Protections notes 2, 4, 7, 9, 10, 11, and 14 to “2018 International Fire Code,” and delete “City of Flagstaff” from notes 6, 9 and 14. Also delete “State Fire Marshall” from note 7. Ref. 2012 IBC 107.2.1.
9. On sheet A1.0 egress note 3 refers to California Code of Regulations. Delete. These regulations are not appropriate to this project. Ref. 2012 IBC 107.2.1.
10. On sheet A1.0 either remove Code Analysis or modify to comply with building review comment 2 above. Ref. 2012 IBC 107.2.1.
11. Demolition note 6 on sheet A1.1 refers to the City of San Diego. Delete this note. Ref. 2012 IBC 107.2.1.
12. The 2012 International Energy Conservation Code C101.4.4 states that any change of use resulting in an increase in demand for fossil fuel or electrical energy shall comply with this Code. The demolition plan, sheet A1.1, shows that the existing facility was used as a tile warehouse and showroom. This would be a M (mercantile) use with S-2 (warehouse) unless you have the previous certificate of occupancy showing something other. The remodeled facility is for A-2 (bar) and F-2 (brewery); definitely a change of use. You must provide an energy analysis to show that the new occupancies utilize the same or less energy than the previous occupancies. If the energy usage is more than the previous uses, the building must be brought into compliance with the energy Code.
13. On sheet A5.1, notes 1-6 in the Letters and Numbers section reference California Building Code paragraphs. Revise each note to reference the appropriate ICC/ANSI A117.1-2009 paragraph. Likewise for Sign Locations note 10.
14. On sheet A5.1, revise Accessibility Notes to reference paragraphs in the ICC/ANSI A117.1-2009 rather than the C.B.C.
15. On sheet A5.1, the side elevation in 10/A5.1 is missing a vertical grab bar per ICC/ANSI A117.1-2009 Fig. 604.5.1.
16. Provide a Finishes Schedule on sheet A6.1. Ref. 2012 IBC 107.2.1.
17. Per 2012 IBC 1210.2.2 walls and partitions within 2-feet of service sinks, urinals and water closets shall have a smooth, hard, nonabsorbent surface to a height of not less than 4-feet above the floor.
18. Add a note to door hardware sets 1 and 3 (for tap room exits), sheet A6.1, “provide a readily visible sign on the egress side of the door THIS DOOR TO REMAIN UNLOCKED WHEN THE BUILDING IS OCCUPIED per 2012 IBC 1008.1.9.1(2).
19. Revise door hardware sets for pairs of doors on sheet A6.1 to reflect double doors (i.e. 6 hinges, astragals, (2) closers, etc.). Ref. 2012 IBC 107.2.1.
20. All exit doors shall be readily openable from the egress side without the use of a key or special knowledge or effort. The exit doors in the Door Hardware Schedule, sheet A6.1, are all shown as having cylinder locks. With the exception of the main doors out of the tap room (see comment 17 above) all exit doors with cylinder locks do not comply.
21. On sheet A6.1 revise Door and Hardware note 1 to delete all Codes referred to and add, instead, ICC/ANSI A117.1-2009.
22. Add boxed note on sheet A6.1 that “per 2012 IECC Table C402.3 fixed fenestration shall have a maximum U-factor of 0.50, operable fenestration shall have a maximum U-factor of 0.65, entrance doors shall have a maximum U-factor of 0.83, and maximum SHGC shall be 0.25.”
23. The Governing Code shown at the top left corner of sheet S1.0 is shown as the 2015 International Building Code. Please change this to the 2012 version as the 2015 edition was not adopted by the City of Tucson. The 2015 IBC is also shown in the structural calculations, page 4 of 127. Please revise. Ref. 2012 IBC 107.2.1.
24. A soils report is referenced in the Structural Notes, sheet S1.0. Please submit a copy of that report with these drawings. Ref. 2012 IBC 107.2.1.
