1. COMMENT: Zoning has reviewed the building plans for the proposed SFR and Studio apartment but cannot approve the plans at this time. While the proposal appears to comply with the PAD requirements for development in the Neighborhood General, please address the following comments and resubmit for plan review once the plans are revised.

2. COMMENT: All developments within the Menlo Mercado PAD District must be reviewed, approved and stamped by the Menlo Mercado Review Board.

3. COMMENT: I see that the two bedrooms on the second floor are labeled as guest bedrooms. Clarify if this dwelling is also going to be used as a Secondary Travelers Accommodation Use?

4. COMMENT: Clearly identify the property line lines with distance and bearings on sheet A2.0.

BUIILDING – RESIDENTIAL
On sheet A0.0, the Inclusive Home Design Ordinance note give dimensions in mm and not inches. Please revise to also include dimensions in inches. Ref. 2012 IRC R106.1.
On sheet A0.0, Energy Efficiency R & U Values, the maximum U-factor for glazing is shown as 0.35. However the Manual J construction component shows the U-factor for windows as 0.40. Revise either the schedule or the Manual J so that they match. Ref. 2012 IRC R106.1.
Also, please change “Glazing U-factor” to “Glazed Fenestration U-factor”. The U-factor is for the entire assembly, including glass and frame. Include a note that the maximum solar heat gain coefficient (SHGC) is 0.25 for glazed fenestration. Ref. 2012 IRC N1101.12.3 and Table N1102.1.1.
On sheet A0.0, Energy Efficiency R & U Values, the maximum U-factor for all fenestration (window assemblies and door assemblies, glazed or not) is 0.40 per 2012 IRC Table N1102.1.1. Please change the exterior doors U-factor to 0.40.
Window Note 1, sheet A7.0, gives incorrect U-factor and SHGC which do not match the stated values on sheet A0.0 nor the Manual J. See comments above and revise this note, the Manual J and the Energy Efficiency R & U Values on sheet A0.0 to match. Ref. 2012 IRC R106.1.
Also, the REScheck building envelope compliance certificate submitted indicates U-factors and SHGC different from the items discussed in comments 2-5 above. For example, the wall assembly shows R-9 cavity (between studs) insulation and R-21 continuous insulation. According to the architectural plans the cavity insulation is R-19 and there is no continuous wall insulation. The roof assembly shows R-38 cavity insulation (between rafters or trusses) and also R-38 continuous insulation. There is no continuous roof insulation in the architectural drawings. ALL references to assembly U-factors and SHGC throughout the documents must match. Revise and resubmit. Ref. 2012 IRC R106.1.
The REScheck used must be the 2012 version and not the 2009 version. The 2009 version of the IECC is significantly less restrictive than the 2012 version. Revise and resubmit. Ref. 2012 IRC R106.1.
There is text on sheet A2.0 that is smaller than 3/32” (both upper and lower case) which is the City of Tucson minimum standard. Revise to comply. NOTE: Check all sheets for this item and revise as necessary to comply.
On sheet A4.0, guardrail detail 6, add note that cables shall be spaced so that no openings will exist from walking surface to top of guard that would permit a 4”-diameter sphere to pass through. Ref. 2012 IRC R312.1.3.

On Building Sections sheet A5.0, keynote 2 specifies R-19 insulation as backer to masonry walls. However the Manual J Component Constructions sheet indicates that insulation backing masonry exterior walls is R-13. Revise one of the other so that Manual J and drawings match. Ref. 2012 IRC R106.1.
On the fireplace/chimney section, sheet A5.0, clearly indicate a 2” minimum clearance between Duravent flue and inside face of masonry chimney. This is due to the use of HSS steel spacer and steel anchor bolts between the wood roof framing and masonry chimney which will allow heat transfer from chimney to combustible framing. Ref. 2012 IRC R1003.18.
Doors 101A (or 101B) and S103 shall be accessible entries per the Inclusive Home Design Ordinance 1003.2. As such, the exterior porch slab shall be max. ½” below the floor slab per IHCO 303.2 and 303.3. However, building section 3/A5.0 appears to indicate that the porch slab is dropped below the dwelling slab. Please label these doors as “accessible entry” on the floor plan and note that porch slab shall be flush with interior floor slab.
The metal door sill detail @ exterior 17/A8.0 does not comply with Inclusive Home Design Ordinance notes 303.2 and 303.3 for the two accessible entry doors 101A and S103. The maximum vertical change in elevation is ½” of which ¼” can be vertical and ¼” beveled with a slope not steeper than 1:2. See comment 11 above.
Since there are no exterior wall types shown on the floor plan, please hatch exterior walls at the porch side on building section 3/A5.0 showing that they are masonry to be consistent with the other building sections. Ref. 2012 IRC R106.1.
In the Door Schedule, sheet A7.0, doors 103A and S100B must either be solid core wood or 20-minute fire-rated, with self-closing device. Add notes in the remarks column to clarify. There is already a Door Note 10 which states “20 minutes rated” but which does not appear to be keyed to anything in the drawing set. Ref. 2012 IRC R302.5.1.
MECHANICAL – RESIDENTIAL
The Manual J should identify the winter (heating) dry bulb design temperature which is 32-degrees F. Ref. City of Tucson amendment to the 2012 IECC, Table C302.1.
The Manual J shall be calculated for “Tight” or “Semi-tight” construction quality. It is expected that new construction shall have minimal infiltration to comply with 5 air changes per hour or better. Ref. 2012 IRC N1102.4.1.2.

Add an exhaust fan to Guest Bath 200A on the mechanical plan, sheet M1.0.
Zone 3 heat pump specification in Equipment Notes, sheet M2.0, does not match what is shown in the Manual S. The package unit should be 4WCX3048A4. Revise. Ref. 2012 IRC R106.1.
Change 2003 IRC to 2012 IRC in Air Conditioning General note 1, sheet M2.0. Ref. 2012 IRC R106.1.
Per 2012 IRC N1103.1.1 at least one thermostat shall be 7-day programmable. Note this on the mechanical sheets.
Supply air ducts shall be insulated minimum R-6 outside the thermal envelope. Note on mechanical sheets. Ref. 2012 IRC N1103.2.1.
Show how the gas-fueled water heater will be vented and receive combustion air per 2012 IRC G2407.



PLUMBING – RESIDENTIAL
Provide piping to allow separate discharge of gray water for direct irrigation in accordance with Table 2601.2 of City of Tucson Ordinance #11089.
ELECTRICAL – RESIDENTIAL
On the first floor electrical plan, sheet E1, the laundry room receptacle outlet circuit B-12 can have no other outlets connected to it other than laundry area receptacles. Change the receptacle outlet circuit for the living room to other than B-12. Ref. 2012 IRC R106.1.
There is text on the electrical sheets smaller then 3/32”. Enlarge text to comply with City of Tucson standard.
Provide a floor receptacle outlet at the fixed window wall between doors 101A and 101B. Ref. 2012 IRC Fig. E3901.2.
Add receptacle outlets in the Master Bedroom 201 hall, Hall 200, Hall S100, and a GFI receptacle at the kitchen peninsula counter. Ref. 2012 IRC E3901.10 and E3901.4.3.
The outlet receptacle in Guest Bath 200A cannot be on the same circuit as lights or receptacles outside or bathrooms. Ref. 2012 IRC E3703.4.
On the second floor electrical plan, sheet E1.0, show disconnects for the rooftop mechanical equipment and 15 or 20 amp WP GFI service outlet(s) within 25’ of each unit. Ref. 2012 IRC E3901.12.
Provide carbon monoxide alarms outside of each sleeping are in the immediate vicinity of bedrooms per 2012 IRC 315.
The Outdoor Lighting Code Compliance on sheet E2.0 is for the wrong lighting area. The lighting area for this parcel is E3 and not E3a. Revise calculations for 55,000 total lumens per acre and 11,000 unshielded lumens allowed per acre.
Change the landscape note in the lumen calculations to require a new outdoor lighting code compliance be submitted with the landscape lighting. The new calculations shall include all added landscape lighting. Ref. 2012 IRC R106.1.
The submitted “Vitrine” wall mounted exterior light fixture does not comply with the OLC requirement for full cutoff light fixtures because the glass lens and aluminum reflector back plate behind the lens can reflect light at an angle of 90-degrees or above the nadir.
WATER – RESIDENTIAL
Based on the water calculation information, the both the distribution pipe size and water meter size for 80 psi water pressure, 250’ developed length and 24.8 water fixture units shall be 1”. Show this on the plumbing plans and site plan. Ref. 2012 IRC Table AP201.1. Ref. 2012 IRC R106.1.
Water calculations are shown both on sheet P1.0 and sheet P3.0 and they are not the same.
