In the case of the overflow scuppers, which are 2" higher than the primary scuppers, this will result in a 6" head. Verify that the roof structure can handle this rain load. Reference: Sections 1108.1 and 1108.3, IPC 2012 and Section 1611.1, IBC 2012. 2. On the northeast corner of the building, the primary roof drain appears to discharge over a sidewalk. Section 7-01.4.1 (E) of the COT Unified Development Code (Technical Standards Manual) states, "Sidewalks shall be flood free for all storm discharges of up to and including a ten-year frequency flood event. Drainage flowing across all pedestrian circulation paths shall be conveyed under the path for up to and including the ten-year frequency flood events, except at street intersections, pedestrian crossings, and PAAL pedestrian crossings." As an emergency drain, the overflow roof drain is not subject to this requirement (see Section 1108.2, IPC 2012). |

COMMENT: Zoning has done a cursory review of the building plans. Prior to a more comprehensive review by zoning, the DP must be reviewed and approved prior to zoning approval of the building plans. The cursory review did yield an indication that the building plans are consistent with what has been proposed and drawn on the DP that is under review; zoning cannot approve the building plans at this time. While the building footprint is consistent with the footprint on the DP as it relates to the zoning review purview (Building footprint, Height, square footage, site conditions etc.) zoning cannot approve the building plans until the Commercial Plans reviewer(s) have approved the building plans. 2. COMMENT: Zoning will review the building plans on the next submittal to assure consistency with the DP. If any changes are necessary to the building plans due to plan review comments that affect zoning requirements the DP will have to be revised to reflect the changes. Once the DP is approved by all reviewers and the building plans are approved by the Commercial Plans reviewers, zoning can approve the building plans. Assure that a copy of the approved and PDSD signed sheets of the DP are included in the next submittal of the building plans.
