01/05/2018 PMCLAUG1 COMMUNITY PLANNING REVIEW Completed Background: This rezoning request is for a Mayor and Council Special Exception to allow a wireless telecommunications facility to be installed in the Union Pacific Railroad right-of-way. The applicant, Destree Development, for SBA Towers IX, LLC, is proposing to install a 75-foot wireless communications tower, and a 2400-square foot equipment enclosure within the right-of-way and on the west side of the Union Pacific Railroad tracks. According to the submitted site plan, the tower will be installed approximately 245 feet north of Drexel Road and 150 feet east of Nogales Highway, and an access drive will be constructed providing ingress/egress to the equipment enclosure and tower area. Nogales Highway is classified as an arterial roadway on the Major Streets and Routes Plan map, with a planned right-of-way of 120 feet. Drexel Road is classified as a collector on the MS&R map with a planned right-of-way of 100 feet.


Surrounding Zoning and Land uses: The proposed site is in the right-of-way of the Union Pacific Railroad tracks. The tracks and the right-of-way run in a north/south direction, and the zoning north and south of the site is R-2. Property to the east of the railroad tracks is zoned R-2 and is the site of Drexel Elementary School. The school property is approximately 300 feet from the proposed antenna location. Property west of the site is zoned C-2, and occupied by a commercial business.

Land Use Policies: Policy direction is provided by Plan Tucson (PT)

Plan Tucson-(PT), Plan Tucson supports policy that utilizes the Future Growth Scenario Map as a guide for determining the general location of development opportunities, development patterns, land use and transportation concepts, while also considering area and site specific issues. The project site is located in an area identified on the PT Future Growth Scenario Map as a Neighborhood of Greater Infill Potential. These areas are residential neighborhoods and commercial districts for which there is potential for new development and redevelopment in the next several decades. PT policy supports the improving the appearance of above-ground utilities and structures and extending access to high-tech wireless communications facilities throughout the city.


Assessment: The applicant proposes to develop a wireless communications facility in the right-of-way of the Union Pacific Railroad, with a 75-foot tower and a 2400-square foot equipment enclosure. The site is located on a narrow strip of land between the 12th Avenue-Valencia Road Area Plan and the Kino Area Plan, and not within either plan area. The 12th Avenue-Valencia Road Area Plan discourages wireless communication antennae arrays unless concealed, disguised, or collocated on existing buildings or structures. The Kino Area Plan provides no policy direction for wireless communication facilities.

Conclusion: Staff recommends a stealth or other concealed or disguised design for the proposed WCF. The equipment area should be constructed with a 6-foot masonry block perimeter screening wall. Applicant should provide an agreement letter from the Union Pacific Railroad granting the applicant authorization to plan and locate a WCF within the railroad right-of-way. A plan amendment is not required.
