10/11/2017 | PMCLAUG1 | COMMUNITY PLANNING | REVIEW | Completed | Land Use Policies: The Plan Tucson (PT), and the North Stone Neighborhood Plan (NSNP) provide land use guidance for this site. Generally, the Plans support the requested use when visual impacts, setbacks, and landscaping and buffering elements are addressed. PT identifies this area in the Future Growth Scenario Map as a "mixed-use corridor" category. Mixed-use corridors provide a higher-intensity mix of jobs, services, and housing along major streets. The businesses and residences within these corridors will be served by a mix of high frequency transit options, as well as pedestrian and bicycle facilities. The goal is to maintain the character of these neighborhoods, while accommodating some new development and redevelopment, and new services and amenities that contribute further to neighborhood stability. PT guidelines support telecommunication facilities to be installed and maintained to minimize visual impact and preserve views. PT policy states that new wireless communication facilities be designed with improved appearances of the above ground utilities and structures and extend access to high-tech wireless communication facilities throughout the city. The NSNP does not have any specific policies that provide land use direction for wireless communication facilities (WCF). However the overall goals of the Plan encourage a compatible mix of residential, office, and commercial uses in the plan area, while protecting the integrity of existing neighborhoods. Another overall goal of the NSNP is to protect mountain views. Assessment: A 50-foot flagpole WCF is currently located on the subject property. The applicant is proposing to replace the existing flagpole with a 72-foot stealth monopalm WCF. The site is located northwest of the intersection of Prince Road and 1st Avenue. Both roads are classified as arterials, with a planned right-of-way of 120 feet. The existing WCF location is in the far southwestern corner of an otherwise vacant 0.6-acre zoned C-2 (commercial) and fronting the west side of North Prince Road, with ingress/egress directly on to Prince Road. The antenna is approximately 290 feet west of Prince Road. The 72-foot tall stealth monopalm wall enclosure lease area includes a diesel generator as emergency backup power. Applicant is required to mitigate noise impacts to adjacent residential development to the west. Plans support a stealth design such as the proposed monopalm design, to mitigate the visual impacts of the WCF to the Santa Catalina Mountains. Ground equipment 10-foot CMU wall enclosure will match existing onsite buildings material and color theme. Staff recommends the proposed WCF should be designed to support future collocation, antennas mounted as close to the monopole and screened by the monopalm stealth design. Both monopalm and antennas should be painted to complement the natural range of colors on palm trees, to mitigate and minimize visual impacts. Ground equipment shelter (cabinets) and masonry wall to be textured, finished, or painted to compliment the on-site land uses. Staff recommends proposed diesel generator be within an enclosed cabinet to minimize noise impacts to on-site multi-family residential units. A plan amendment is not required. |
