SUBJECT: Paving and Striping Plans for Saguaro Trails - Drexel Road

PROJECT REVIEWER: Richard Leigh, TDOT Engineering Review, 2nd

RESUBMITTAL REQUIRED: TDOT Permit Review Section has reviewed the subject PIA paving plan and does not recommend approval at this time. The following comments need to be addressed and plans revised prior to final approval. Please include a response letter addressing the following comments and return any redlined drawings with subsequent submittal.

1. Include all lines used in drawing in legend.

2. Clearly label all proposed easements and indicate easement purposes.

3. Verify that all keynotes used are in keynote legend.

4. Verify that roadway sections are representative of the proposed roadway.

5. Reduce the number of irrigation line crossings. Easements will be required for each crossing along with TDOT placement requirements. See attached.

6. Maintenance of water harvesting areas shall be the developer's responsibility. Flowage easements shall be provided at scuppers accepting roadway runoff. Provide public drainage easements at inlet and outlets of culver crossings.

7. Curb opening longer that two feet will not be permitted. Sidewalk scuppers per PAG Standard Details or equivalent will be required for curb openings wider than two feet. Stormwater catchment areas shall not be within two feet public roadway pavement structure. Any catchment areas proposed within ten feet of the pavement structures will require a soils engineering setback assessment.

8. Indicate the placement of an eight foot wide graded shoulder on the south side of Drexel Rd between Stations 100+00 to 103+50.

9. All sidewalk and curb access ramps along Houghton Rd shall be a minimum six foot wide.

Requirements for placement of Private Irrigation Facilities Roadway Crossings within the Public Rights-of-Way


" Private irrigation facilities roadway crossings will only be permitted in residential roadways and NOT permitted in arterial or collector roadways.

" Lateral lines under constant pressure shall not be permitted in the public rights-of-way.

" The HOA will register private irrigation facilities placed in the public rights-of-way with Arizona 811and become an Arizona 811 Blue Stake Inc. member.

" Minimize the number of roadway crossings.

" Sleeves must be in a recorded easement (easement width is dependent on what is needed for installation and/or repairs). To the extent possible, the easements should be created at the time of development/platting.

" Irrigation lines shall be placed in ductile iron sleeves.

" Sleeve should extend beyond the right-of-way (into private property), unless otherwise approved by TDOT.

" HDPE continuous line (no joints under the pavement)

" Irrigation lines shall have a minimum of thirty (30) inches of cover.

" Detectable marking tape shall be installed.

" Curb shall be marked/stamped with "IS" (Irrigation System) and/or placard at back of curb.

The following items need clarification:

1- need specific flowrates for pre- and post development at each proposed outlet
2- explanation of whether the proposed outlet is located at a pre-existing conveyance location matching existing flow patterns
3- explanation of any future proposed landscaping buffer or other new waterharvesting area
4- associated maintenance responsibility explained for waterharvesting or slope easements (each easement needs to be labeled as public or private)
5- soils engineering setback assessment for any proposed catchment within 10-feet of public pavement structures
6- explanation of reason for changed design from initial submittal.
