The following comments need to be addressed and plans revised prior to final approval. Please include a response letter addressing the following comments and return any redlined drawings with subsequent submittal. 1. Sheet 1: Include the plan number "I-2017-009" in the title block of each sheet. 2. Sheet 1: Include the PIA activity number "T17PI00027" on cover sheet. 3. Provide plat recordation number on cover sheet. 4. The City of Tucson has adopted the Pima Associates of Government (PAG) 2015 Standard Specification for Public Improvements (SSPI) and Standard Details (SD). Please revise plan set to reflect this change. 5. Sheet 1, General Paving and Grading note 5, Asphalt Concrete should conform to City of Tucson, TDOT Mix#2. This is a new mix that is different from what is called out in section 406 of the PAG Standard Specifications 6. Revise in line legend to include all line work used in drawing. 7. Provide recordation information for all proposed easements called out in drawing. 8. Per the COT Standard Manual for Drainage Design and Floodplain Management Sec. 1.5.1, clearly show how maintenance access will be provided drainage structures and channels. 9. Sheets 3 through 5: Include the median island curb gutter line in profile view. 10. Sheet 3 through 5: Verify that all proposed drainage and roadway infrastructures are clearly and correctly labeled, revise accordingly 11. Sheet 3: Provide enough information to layout the proposed temporary turnaround at the west end of Drexel Rd. 12. A temporary public access easement will be required for portions of the temporary turnaround which lay outside of the public right of way. 13. Sheet 3: Provide a concrete header, per Std. Dtl. 213, at the end of pavement at +/ Sta. 101+00, Drexel Road. 14. Sheet 3: Provide a curb terminal sections, per Std. Dtl. 212, where curb terminates at +/ Sta. 101+00, Drexel Road. 15. Sheet 3: Provide details for the proposed storm drain and catch basin proposed at Sta. 108+61.40, Drexel Road. 16. Sheet 3: Depict recommended erosion protection at culvert outlets and provide toe down and riprap details. 17. Sheets 3 through 5, Keynote 17: Per the Standard Manual for Drainage Design and Floodplain Management Sec. 10.3.9 requires storm drains to be RCP. 18. Sheet 4: Per the COT Standard Manual for Drainage Design and Floodplain Management Sec. 10.9, the minimum of cover over storm drain conduits is 3'. It appears that the proposed storm drain crossings at +/- 111+80 (Drexel Road) will have less than 3' of cover, revise accordingly. 19. Sheet 4 and 5: Provide stationing, offset and curve data for the proposed median island curb. 20. The proposed striping and signing is acceptable. However the following changes/redlines is required for approval: 1. Page 2 of 23. Pavement marking notes, # 2 Change reference from Pima County to city of Tucson. Replace "Pima County pavement marking supervisor (520 740-2624) " with "City of Tucson Traffic Engineering (520 791-4259) 2. Page 13 0f 23. Add markings and signs to the proposed southbound right turn lane from Houghton Road to Drexel. 3. Add quantities for striping and signs on the plan. On sheet 9 - Detail C - The paving detail mentions a rolled concrete mix design. Is this just typicla concrete paving? What is the psi on this proposed concrete? 2. On sheet 9 - - Detail C - This calls out local streets and residential collectors. It appears that the project is dealing with Drexel only, which I would think would be the reisdential collector. The proposed PIA plans for Saguaro Trails were reviewed for compliance with City of Tucson regulations including: Tucson Code Chapters 25, 26, Green Streets Active Practice Guidelines, TDOT Engineering Division Active Practice Guidelines, Technical Manual Sections 4-03 & 4-04, 10-01, and other Tucson regulations. The following comments are provided: 1) Tech Man Sec.4-04.10.10: Provide drainage report for next submittal that includes culvert sizing calculations. 2) Tech Man Sec.4-04.10: Provide soils report in next submittal. 3) Tech Man Sec.4-04.10.10: Address the typical (TYP) comments: a) Keynote 17 indicates SRP; explain why SRP pipes are proposed under the public ROW at approximate Stations: 107+00, 109+00, 112+00, 117+00, 119+00, 123+00. b) Detail G/9, for grouted slope areas revise details to clarify minimum thickness of concrete to be a minimum 2 times the D50 rock size. c) Tech Man Sec.4-04.10-9.1.21: On profile views several storm drain culverts are shown with limited earthen cover over the RCP’s. There shall be a minimum of three feet of cover over the crown of the conduit, wherever possible. Revise design as needed, and label earthen cover on profile. Otherwise provide justification. d) Provide Q100 labeled at each culvert crossing. e) Provide scour calculation for cutoff wall depth for each large stormdrain pipe outlet, or soils engineering recommendation. f) Tech Man Sec.4-04.10-9.1.22: The minimum right-of-way width for the installation of a storm drain shall be the pipe diameter, plus ten feet on each side of the pipe. Assure proper delineation of right-of-way to accommodate for publicly maintained infrastructure. 4) Tech Man Sec.4-04.10.10: Add the following notes under General Paving and Grading Notes: a) All backfill, within the City of Tucson right-of-way, above the utility shading shall be conducted in accordance to the City of Tucson Transportation Standard Details, Specifications, and as directed by the City of Tucson right-of-way inspector and City Engineer. b) All pavement patching, within the City of Tucson right-of-way, shall be conducted in accordance to the City of Tucson Transportation Standard Details, Specifications, and as directed by the City of Tucson right-of-way inspector and City Engineer. c) In accordance to the City of Tucson Standards, permanent pavement patching shall be warrantied for 5-years, pavement patch's failing within this period shall be repaired/replaced at no cost to the City of Tucson. 5) Tech Man Sec.4-04.2.3.1.2.F: Explain in next submittal whether archeological assessment has been done, and appropriate agency has been contacted, provide documentation of status of archeo. 6) Tucson Code Chap.26 Art.2: Submit SWPPP sheets in next submittal and state whether Subdivision SWPP covers the PIA improvements. 7) Tech Man Sec.4-04.2.2.5: Please note you will need a floodplain use permit for this PIA if subdivision FPUP did not include these improvements.
