2. The building plans appear to match the approved development plan, DP16-0238, but until the following comments is addressed Zone will not approve.

3. Until the above comments have been addressed and all other PDSD review agencies have approved the building plans zoning cannot approve.

Per previous comment on sheet A1.00, Table 602-- Where the fire separate distance is 30' or greater, the fire-resistance rating requirement for exterior walls is 0 hours. The fire-resistance rating for less than 30' is 1 hour, this requirement does not appear to have been met in the current configuration. While the fire separation distances for exterior walls facing streets has been achieved, the 2012 IBC 705.3 requires that imaginary property lines be placed between buildings on the same parcel to determine the required wall and opening protection. The distances shown in Tables 602 (walls) and 705.8 and 716.6 (openings) shall be measured from exterior walls to imaginary property lines to ascertain fire-resistance ratings of the walls and maximum area and fire-resistance rating of openings that are required. Indicate the imaginary property lines on sheet A1.00 with dimensions to exterior walls and openings.
Clearly explain how the fire-rating requirements for both walls and openings are achieved with an imaginary property line between the kitchen/counter building and building A, between Building C and building D, and between the kitchen /bathroom building and the Lobby/administrative building. While wall resistance ratings are probably met, opening size limitations and resistance ratings are not. It may be that some of these buildings can be considered single structures per 503.1.2 which would alleviate fire-resistance ratings for exterior walls between them but you must submit calculations to show compliance with Table 503.
The response to previous comment “wherever wall types are cited, call out fire rated assemblies by IBC item number (table 721.1(2)) or UL listing or other similar agency rating” is inadequate. Wall type “A” description has been expanded to indicate fire-resistance rating only on sheet A1.02. All descriptions in Wall Types on sheets A1.01 through A1.03 should be the same to avoid confusion for the inspector and builder. Also, the revised note for wall type “A” on sheet A1.02 is unclear. It appears that there are two separate descriptions for concrete block and mortar; one which is 2-hour rated and one which is 1 ½-hour rated. One has a UL design and the other does not. Please edit for clarity.
Regarding response to comment “wherever horizontal fire rated assemblies are required, call out by IBC Item Number (Table 721.1(3)), UL listing or other similar testing agency,” the floor type description on sheet A3.01 gives specific minimum requirements for structural I-joists per ESR-1153. You must make sure that the structural engineering sheets specify these requirements as well so that the correct floor joists are provided.
