Camino Seco - New Communications Tower T17CM06137 Cell Site Plan (1st Review) TRANSMITTAL DATE: October 19, 2017 1. The Cell site plans have been reviewed by Zoning Review Section but cannot approve the plan until all zoning comments or concerns have been addressed. 2. As vehicle parking is being eliminated to accommodate the proposed commutations tower and additional vehicle parking is proposed a development package (DP) that meets Administrative Manual (AM) 2-06 must be submitted and approved prior to approval of the communications tower. This DP is a separate submittal. Zoning acknowledges that sheets C-1 & C-2 were included in the communications tower plans and all though these sheets appear to meet some of the requirements of AM 2-06 additional information is required prior to submittal of the DP: A. Administrative Manual (AM) 2-06 B. 2-06.3.0 FORMAT REQUIREMENTS C. 2-06.3.5 - A three-inch by five-inch space shall be reserved in the lower right quadrant of each sheet for an approval stamp. Provide the PDSD Development Package approval stamp in the lower right quadrant of all sheets. The required stamp can be found at http://pdsd.tucsonaz.gov/pdsd/development-permits under Development Package. D. 2-06.3.8 - The north arrow, contour interval, and scale as applicable to each sheet should be placed together in the upper right corner of each sheet. E. 2-06.3.12 - An index of sheets in the development package shall be provided on the first sheet. If sheets A-1 & A-2 are to be part of the DP than these sheets need to be part of the sheet index shown on sheet C-1. F. 2-06.4.0 CONTENT REQUIREMENTS G. 2-06.4.1 - The name, mailing and email addresses, and phone number of the primary property owner of the site, the developer of the project, registrant(s), and other person(s), firm(s), or organization(s) that prepared the development package documents shall be provided on the right half of the cover sheet. H. 2-06.4.2 - The title block shall include the following information and be provided on each sheet: I. 2-06.4.2.B - A brief legal description. J. 2-06.4.2.D - The page number and the total number of pages in the package (i.e., sheet xx of xx). Depending on how comment E is addressed the total number of pages may be affected. K. 2-06.4.3 - The administrative street address and relevant case numbers (development package document, subdivision, rezoning, board of adjustment, DDO, MDR, DSMR, overlay, etc.) shall be provided adjacent to the title block on each sheet. L. 2-06.4.4 - The project-location map to be located on the first sheet of the development package in the upper right corner, shall cover approximately one square mile, be drawn at a minimum scale of three inch equals one mile, and provide the following information. M. 2-06.4.4.A - Show the subject property approximately centered within the one square mile area; N. 2-06.4.4.C - Section, township, and range; section corners; north arrow; and the scale will be labeled. O. 2-06.4.7 - General Notes P. The following general notes are required. Additional notes specific to each plan are required where applicable. Q. 2-06.4.7.A - Zoning and Land Use Notes R. 2-06.4.7.A.4 - Identify the existing and proposed use of the property as classified per the UDC. List all UDC sections applicable to the proposed uses. The use listed under general note 4 is not correct and should be listed as MULTIFAMILY DEVELOPMENT SUBJECT TO USE SPECIFIC STANDARD 4.9.7.B.6. S. 2-06.4.7.A.6.a - List additional applications and overlays, by case number (if applicable), in lower right corner of each sheet. As a general note provide the type of application processed or overlays applicable, a statement that the project meets the criteria/conditions of the additional application or overlay, the case number, date of approval, what was approved, and the conditions of approval, if any. Provide a general note on the cover sheet stating "THIS PROJECT IS DESIGNED TO MEET THE OVERLAY ZONE(S) CRITERIA, UDC ARTICLE 5.4 MAJOR STREETS AND ROUTES SETBACK ZONE (MS&R)." T. 2-06.4.7.A.8 - For development package documents provide: U. 2-06.4.7.A.8.c - Percentage of building, lot area, or vehicular use area expansion. If the building(s) or lot area have been previously expanded, those calculations shall be included; and, Provide a vehicle use area expansion calculation on the plan. This calculation should provide the percent of proposed vehicle use area. V. 2-06.4.9 - Information on Proposed Development W. The following information on the proposed project shall be shown on the drawing or added as notes. X. 2-06.4.9.F - All existing zoning classifications on and adjacent to the project (including across any adjacent right-of-way) shall be indicated on the drawing with zoning boundaries clearly defined. Y. 2-06.4.9.H.5 - If utilizing parking area access lanes (PAALs), they shall be designed in accordance with Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC. Fully dimension the proposed vehicle use area. Z. 2-06.4.9.H.5.a - Show all motor vehicle off-street parking spaces provided, fully dimensioned. As a note, provide calculations on the number of spaces required (include the ratio used) and the number provided, including the number of spaces required and provided for the physically disabled. The drawing should indicate parking space locations for the physically disabled. A typical parking space detail shall be provided for both standard parking spaces and those for the physically disabled. It does not appear that the requirements of the 2012 IBC Chapter 11are met on site. AA. 2-06.4.9.H.5.a - The six (6)proposed vehicle parking spaces shown along the north side of the proposed vehicle parking area will required wheel stops, see UDC Article 7.4.6.H. BB. 2-06.4.9.R - Show on-site pedestrian circulation and refuge utilizing location and the design criteria in Section 7-01.0.0, Pedestrian Access, of the Technical Standards Manual. For your information the proposed sidewalk called out under construction note 3 is not required for this project. CC. Provide a copy of the last approved site plan for the existing development with your next submittal. 3. Until the above comments have been addressed and all other PDSD review agencies have approved the building plans zoning cannot approve.
