President Street New Single Family Residence - R-2 Zone TRANSMITTAL: November 22, 2017 COMMENTS: The following comment is relative to a Zoning Review for compliance with the development criteria for a SFR in the R-2 Zone. 1. COMMENT: Zoning has reviewed the Permit application and drawings for a new SFR proposed at the address of 667 W. President Street. While the plan meets zoning compliance with the exception of the building setback from the south east corner of the house to the south property line is 6'-0", proposed setback is 4'-0". A DDO approval was required prior to zoning approval. In course of reviewing the submitted plan set it was found that the front porch is not in compliance with front street building setback. The front street setback requirement is based on the greatest of 20 feet or 1-1/2(H) of the building wall. The porch extends in the front street setback by 4' a DDO is required. 2. COMMENT: On May 19, 2017, Steve Shields reviewed the permit application and drawings for the proposed new SFR and found that the southeast building setback was not in compliance. He provided review comments and the applicant was instructed to process a DDO application or relocate the building and meet setbacks. It appears that the applicant decided to apply for the DDO but it is not clear if the process was completed or whether a DDO was approved. An application for review of a DDO was submitted and accepted on May 25, 2017. However there does not appear to be any approval letter or stamped plan set indentified under the Special Application 17SA00232 case file. (Please keep in mind that a DDO is good for only 180 days. A building permit must be issued within the 180 day time period.) 3. COMMENT: Clarify if the applicant intends to process a new DDO application or provide approval documentation and approved and stamped Plans by Timothy Craven. Be aware that the approved and stamped plan set by Tim must be the plans submitted for the Building permit review and approval. DDO COMMENTS: The following comments are relative to an application for a Design Development Option (DDO) (UDC 3.11.1). This site is located in the R-2 zone (UDC 4.7.9). A single-family residence (SFR) is a permitted use in this zone (Table 4.8-2). See Use-Specific Standards 4.9.7.B.5 - 9. 10. The minimum setback is the greater of six (6) feet, or two-thirds (2/3) the height of the structure's wall facing each interior property line (Table 6.3-2.A). COMMENT: The required building setback from the south east corner of the house to the south property line is 6'-0" based on a T.O.P. height of 8'-8", proposed setback is 4'-0". DDO approval is required to allow a 4' perimeter yard building setback as presented on the plot plan. The minimum setback to the front street perimeter property line is the greater of twenty (20) feet, or one and one-half (1 ½) the height of the proposed wall (UDC 6.4.5.C.1.a). COMMENT: The front porch is not in compliance with front street building setback. The front street setback requirement is based on the greatest of 20 feet or 1-1/2(H) of the building wall. The minimum building setback of 20' is required, a 16' feet setback from the outside edge of the porch columns to the front street property line is proposed. DDO approval is required to allow a 16' front street building setback as presented on the plot plan.
