1. COMMENT: Zoning has reviewed the building plans for compliance with the development package. While the building footprints are consistent with the current version of the DP under review as it relates to the zoning review purview (Building footprint, height, square footage, site conditions, etc) zoning cannot approve the building plans until the Commercial Plans reviewers have approved the building plans.

2. COMMENT: Assure that an approved and signed copy of the DP is included in the next submittal of the building plans or remove the DP plan set from the building plan set and reference the DP case number on the Architectural site plan. Also, the reference to the Development Package activity number on Sheet 1 is incorrect.

3. COMMENT: Zoning will review the building plans on the next submittal to assure that any revisions made to the building plans do not affect zoning requirements.

Add note to sheets E2.0 and E2.1, “All 15 and 20 amp receptacle outlets except those located above 5.5’ and those servicing a maximum of two large appliance and located within space dedicated to those appliances so not readily accessible.” Ref. 2011 NEC 406.12.

BUILDING – COMMERCIAL
Please clarify the Recreation Building occupant load on sheet T1. “Varies” for the occupant load is not acceptable. The occupancy load shown on sheet T1 for the entry level which includes a fitness room and deck is shown as 61; however at 5 SF per person, the fitness room alone (not including the deck) has an occupancy close to 110 by rough calculation. Provide an occupancy calculation for each space per 2012 IBC Table 1004.1.2. If there is to be built-in furniture or stationary exercise equipment that will reduce the net calculable area show it on the plan. Ref. 2012 IBC 107.2.1.
On sheet T1 provide plumbing fixture calculations for the recreation building based on (re)calculated occupancy load. Ref. Table 2902.1.
On sheet T1 change the applicable accessibility code from 2003 to 2009 ICC/ANSI A117.1.
Per 2012 IBC 1107.6.2.2.2 Unit 1 dwellings shall be Type B accessible units. On sheets U1, U2, U3, U5 and U6 the Utility spaces appear not to be accessible. The minimum 30” x 48” clear floor space per ICC/ANSI A117.1-2009 305.3 required at both washer and dryer by 1004.10.1 must be provided. For a parallel approach to the top loading washer shown on plans, the clear floor space must be centered on each appliance which means that the centerline of each appliance must be at least 24” from a wall or obstruction that prevents a wheelchair from centering on each appliance. If the appliance is front loading a 24” offset for parallel approach is acceptable per ANSI A117.1 Figure 611.2; however the narrow width of the utility hall prevents maneuvering of the wheelchair in the space to access the clothes washers in this way for units 1 – 2. Revise drawings to comply.
On sheets U1 – U6, Bath elevation 1, add 34” height from floor to rim of lavatory. Ref. ICC/ANSI A117.1 1004.11.3.1.1, exception reference to 606.
On sheet U6, floor plan, add a 2’-0” dimension from centerline of the range to edge of adjacent counter. Range must be centered on the required 48” parallel accessible floor space per A117.1 1004.12.2.3.2.
Sheets HC 1 – 6 indicate Type A accessible units however locations for these units are not indicted in the plans as far as I can tell. Please label which units are Type A on the architectural site plan, sheet A0. Ref. 2012 IBC 107.2.1.
Bathroom elevations for Type A units indicate grab bar reinforcing; however bathroom elevations for Type B bathrooms do not. Please indicate for Type B units. Reference ANSI A117.1 1004.11.1 and IBC 107.2.1.
On sheet HC6, floor plan, add a 2’-0” dimension from centerline of the range to edge of adjacent counter. Range must be centered on the required 48” parallel accessible floor space per A117.1 1004.12.2.3.2.
On sheets U1-U6 add a boxed note adjacent to the window and door elevations “The maximum U-value for fenestration is 0.50 and maximum SHGC for glazed fenestration is 0.25. Windows shall have thermally broken frames” This matches what is shown in the building envelope COMcheck. Ref. 2012 IBC 107.2.1.
On sheet A1.1 wall section 3/D1.1 is called out for typical 1-hour fire-rated fire partitions separating living/sleeping units from each other as required by 2012 IBC 420.2. On wall section 3/D1.1 a typical wall assembly detail 8/D3 is called out which references ER-1632 on sheet D6 (1/D6) for additional fire partition installation instructions and specifications. In some locations within the 1-hour fire-rated partitions the structural engineer requires OSB structural panels for shear. ES-1632 does not include wood structural panels within a fire-rated wall assembly. Please provide on sheet D6 a tested and listed 1-hour fire-rated wall that incorporates a layer of structural OSB within the assembly. Ref. 2012 IBC 107.2.1.
On sheet A1.3, building section, exterior walls are shown with R-11 cavity insulation and exterior wall details on sheet D indicate “fiber reinforced stucco system” which appears to have a board insulation base. No R-value is given for the board insulation in the drawings. Please indicate on the building section in accordance with what is shown in the building envelope COMcheck. Also, roof insulation is indicated as R-30 on the building section. Wall sections on sheet D1.1 indicate R-38 which is consistent with IECC Table R402.1.1 and the COMcheck. Change R-30 to R-38.
Delete General Note 14 on sheet A2.0 and add a boxed note to sheet A2.1 in the vicinity of the door and window type elevations to read “Per 2012 IECC Table C402.3 the maximum U-value for fixed fenestration is 0.50, for operable fenestration is 0.65, and for entrance doors is 0.83. The maximum SHGC is 0.25. Per Table C402.2 the maximum U-value for opaque swinging exterior doors is 0.61.” The U-value is for each assembly, not the glazing by itself.
The entry level plan on sheet A2.0 shows the egress door to the exterior stair from the fitness room swinging into the room. If the combined occupancy of the fitness room and deck is greater than 50 this door must swing in the direction of egress travel. See Building note 1 above. Ref. 2012 IBC 1008.1.2.
Provide a schedule for the recreation building showing door hardware for egress/exit doors in compliance with the 2012 IBC 1008.
The wall type legend for exterior frame walls on sheet A2.0 references IBC Table 721.1(2) item 16-1.3. The IBC description of a 1-hour fire-rated exterior wall requires specific screws and screwing pattern for interior and that the R-19 cavity insulation be mineral fiber insulation. Are these requirements included in the project manual/specifications for this building? Please recreate the text of IBC 16-1.3 on one of the fire rating assembly descriptions sheets (D6 – D9) and reference that sheet in the wall type legend. Ref. 2012 IBC 107.2.1.
On toilet room elevation 3/1, sheet A2.1, add an 18” vertical grab bar above the horizontal grab bar per ICC/ANSI A117.1-2009 Fig. 604.5.1.
On toilet room elevation 2/2, sheet A2.1, add a 12” dimension for the horizontal grab bar from end of grab bar to centerline of toilet per ICC/ANSI A117.1-2009 Fig. 604.5.2.
Add a boxed note to sheet A2.1 in area of the window types that “The maximum U-value for glazed fenestration and doors shall be 0.50. Window and door frames shall be thermally broken.” Ref. building envelope COMcheck and 2012 IBC 107.2.1.
On sheet A2.3, building section, exterior frame walls are shown with R-19 cavity insulation and noted to receive a “fiber reinforced stucco system” which appears to have a board insulation base. No R-value is given for the board insulation in the drawings. Please indicate on the building section. Match what is shown in the building envelope COMcheck. Ref. 2012 IBC 107.2.1.
On sheet A2.3, building section, there are portions of masonry exterior walls that show no furring and insulations. Per the building envelope COMcheck all masonry exterior walls shall be insulated with R-11 cavity insulation and a continuous layer of R-2.4 insulation. Ref. 2012 IBC 107.2.1.
On sheet A3.1 add note “The maximum U-value for fixed fenestration is 0.50 and 0.65 for operable fenestration. The maximum U-value for opaque swing exterior doors is 0.61 and the minimum R-value for roll-up doors is 4.75. Glazed fenestration shall have a maximum SHGC or 0.25.” Ref. 2012 IECC Tables C402.2 and C402.3.
On sheet A3.1 revise note on the building section to read, “R13 batt insulation between studs plus minimum R-3.8 continuous insulation typ. @ exterior wall.” Ref. 2012 IECC Table C402.2.
Wall sections 3 and 4/D1.2 indicate that there are steel beams in the exterior walls supporting the deck floor structure. Provide a detail showing how the integrity of these 1-hour fire-rated wall assemblies will be maintained at these beam conditions. Ref. 2012 IBC 107.2.1.
On detail 6/D2 show the guard height vertical distance is from the leading edge of the tread nosing to top of guard. Ref. 2012 IBC 1013.3.
On sheet D3 revise insulation where occur in details to correspond to any changes required by previous Building comments above. Ref. 2012 IBC 107.2.1.
Detail 3/D3 refers to detail 1/D7 for specifics on the proposed 1-hour fire-rated floor assembly. However the proposed floor assembly utilizes wood trusses whereas the tested U.L. assembly shown as 1/D7 only has been tested for solid 2x10 joists. Provide a different tested 1-hour assembly as basis for the proposed floor system. Ref. 2012 IBC 107.2.1.
Add note to detail 7/D3 “ Stucco weep screeds shall be located at or below the foundation plate line and minimum 2” above paved surfaces and 4” above ground surface.” Ref. 2012 IBC
The note “4” max” on detail 11/D3 is incorrect. This clear dimension must be less than 4” to prevent a 4” diameter sphere from passing through the guard. Ref. 2012 IBC 1013.4.
Detail 18/D3 does not appear to comply with 2012 IBC 2512.1.2. Stucco weep screeds shall be located at or below the foundation plate line and minimum 2” above paved surfaces.
Page 203 of the structural calculations show reinforcing for the 3-story masonry wall at back of stair. The reinforcing is #6 @8” o.c. This wall type with this reinforcing is not indicated on the structural plans nor in the wall reinforcing schedules on sheet S1.7. piZZahut16
On sheets S2.5 and S2.6 revise the boxed exterior wall sheathing notes to require that the sheathing be installed vertically. This must be done to comply with the selected exterior wall 1-hour fire-rated assembly described in 2012 IBC Table 721.1(2), item 16-1.3.

On sheets A2.1 and M1.2 serving plan and interior elevations 1 and 3 (?domestic?) cooking appliances are shown. Since this is a commercial building the 2012 IMC Section 506 requires either a Type I or a Type II exhaust hood depending on the use of the cooking equipment. If the cooking equipment is for warming only, then a Type II hood is required. If the equipment will be used for cooking/frying, then a Type I hood is required. If this is to be a warming kitchen please have the owner put this in writing. Ref. 2012 IMC 507.2.1 and 507.2.2.
