The facility is located at 3618 E. Pima Street and Richey Boulevard on approximately 1.61acres across the street from Catalina High School. The church/office facility has primary access onto Richey Boulevard a local street. The applicant is proposing to use the church/office facility and modify it into a church/school facility, adding additional students. The facility is proposing 9 to15 students with a maximum of 30, and will provide educational services, therapeutic services, counseling, along with many other educational classes. Surrounding Zoning and Land Uses: The surrounding land use and zone to the north is R-1, developed with low to medium density residential housing and Catalina High School. The zone to the east is R-2 with low to medium density residential housing. The zone to the south is R-2 with low to medium density residential housing. The zones to the west are R-1 and R-2 with low to medium density residential housing. Land Use Policies: Plan Policy direction is provided by Plan Tucson and the Grant Alvernon Area Plan Plan Tucson – (PT), PT supports lifelong learning, including early childhood education, community education, literacy and after school and continuing education programs. PT supports and provides well maintained public facilities and infrastructures that serve education activities. It believes in maximizing educational opportunities as a recognized foundation for personal and economic advancement and leadership. PT also promotes public safety prevention programs, safe routes to schools, life skills training and household management and public health opportunities. PT protects established residential neighborhoods by supporting compatible development, which may include other residential, mixed-use infill and appropriate nonresidential uses. Grant Alvernon Area Plan– (GAAP), The GAAP is to guide future development and redevelopment within the plan area and to protect and enhance existing uses. It encourages the development of child-friendly land uses when the location and design of the development is in compliance with adopted plan polices. Examples of child-friendly development include community centers, libraries, parks, and schools. It supports development on the perimeter of residential areas which serves to protect and enhance the quality of life for neighborhood residents. GAAP promotes the use of design elements that promote the safety welfare, education, and recreational activities of children; such as include community centers, libraries, parks, schools, etc. Examples of elements that might be used in child-friendly site design including but not limited to highly visible play areas; well-marked, highly visible pedestrian crossings, use of public art that is sturdy, visually interesting, and “hands-on.” Assessment: The site will remain an R-2 zone with special exception for educational use. The proposed facility is located at 3618 E. Pima Street and Richey Boulevard on approximately 1.61 acres across the street from Catalina High School. The church/office facility has primary access onto Richey Boulevard. The applicant is proposing to modify the current facility into a church/school facility which would provide educational services, therapeutic services and other educational classes. Student safety and parking lay out will be critical to the safety of the children. Staff suggests the applicant address the following issues as part of this special exception application submittal. The proposed special exception can be supported by Plan Tucson and Grant Alvernon Area Plan a plan amendment is not required. The following should be addressed at the time of applicant submittal for special exception: Provide land use adequate parking and vehicular maneuverability Identify all existing building on plans and provide setbacks Traffic circulation and Parking/Drop off area Mitigate potential playground activity noise impact Identify site area location Identification of proper licensing Hours of operation of facility Identify educational uses where located |
