Columbus Boulevard R-2 Zone Special Exception Plan Tucson 11/03/16 Background: The proposed request is to remain an R-2 zone with special exception. The Tucson Baptist Church is proposing to add to the daycare enrollment so that there may be over 100 children, with plans on expanding their childcare facility center to provide adequate room for infants and children. The Tucson Baptist Church is on approximately 5.3 acres and is zoned R-2. It is located at 1525 South Columbus Blvd and is approximately 1000 feet south of 22nd Street. The existing religious & childcare facility is ADHS Certified/Licensed. The City of Tucson Planning and Development Services Department letter dated September 8, 2016 identifies the expansion of a childcare care center that will include a new infant child care center incorporated into an existing classroom building. The use is allowed as a special exception use in the R-2 zone subject to use specific standards in Sections 4.9.4.H.1-.5, .6.c, .7.f, and .8 of the Unified Development Code (UDC). The proposed 1,836 square feet conversion to daycare use will bring the total area of daycare floor area to 4,778 square feet, not including outdoor activity area for ages 2 and older. The total square footage of floor area including the church, sanctuary, offices, classrooms, chapel and daycare is approximately 30,000 square feet, including 10,800 square feet of second story floor area. Access to the site is from Columbus Boulevard identified as a collector street by the Major Streets and Routes Map. The proposed special exception will be evaluated based on Plan Tucson Area policies. The site is on Columbus Boulevard and approximately 1000 feet south of 22nd Street. Surrounding Land Uses and Zones: The overall special exception site is located adjacent to Naylor Middle School, a Tucson School District No 1. The surrounding land use and zone to the east is C-1 and is developed with a private charter school. To the northeast is C-2 which is undeveloped property and is owned by auto dealership which fronts 22nd Street. To the south is R-1 zoning developed with Naylor Middle School Tucson School District No 1. To the north is O-3 undeveloped land. The zone to the west across Columbus Boulevard is R-3 developed with high density multi-family residential development. Rezoning Presubmittal Meeting: The applicant attended a presubmittal conference meeting with PDSD staff on July 6, 2016. The Meeting included a discussion verifying if the site had sufficient parking spaces for an additional 100 children. The applicant identified the playground activity area, potential playground activity noise impact and displayed the square footage of the additional buildings. The child care center will include children from 6 months of age to 6 years of age. Staff suggested that conceptual site plan include all existing and proposed buildings, setbacks and identification use of each building. The applicant was asked to provide the drop-off /loading area for child care use, hours of operation for childcare center and to provide the number of children that would be authorized. Neighborhood Meeting: Applicant has provided the required neighborhood meeting material: mailing notification, copy of labels, notice letter, meeting summary, and sign-in sheet. The applicant held one neighborhood meeting on Saturday August 6, 2016. The meeting was from 9 am to 10 am at the Tucson Baptist Church located at 1525 South Columbus Boulevard. Two applicants attended the meeting and stated they were in approval of the project and checked the approval box. The meeting was adjourned at 10:04 am. Land Use Policies: Plan Tucson (PT) provides land use guidance for this site. Plan Tucson - (PT) policy direction, in particular supported by policy (PT LT28.2.2) for medium, density residential development is generally appropriate where primary vehicular access is provided to an arterial or collector street and is directed away from the interior of low-density residential areas. (PT LT28.2.14) protect established residential neighborhoods by supporting compatible development, which may include other residential, mixed-use infill and appropriate nonresidential uses. Assessment: The proposed request is to remain an R-2 zone with a special exception land use. The Tucson Baptist Church is proposing to add 30 to 100 children with plans on expanding their childcare facility center to provide adequate room for infants and children. The Tucson Baptist Church is on approximately 5.3 acres and is zoned R-2. The Tucson Baptist Church is located adjacent to Naylor Middle School and across from a residential area to the west. It appears that the Tucson Baptist Temple owns the vacant lot to the north, located on South Columbus Boulevard. The proposed special exception can be supported by Plan Tucson and a plan Amendment is not required. The meeting included a discussion verifying if the site had sufficient parking spaces for an additional 100 children. The applicant was asked to identify the playground activity area and the playground activity noise impact and display square footage of the additional buildings. The applicant provided the hours of operation of the childcare facility. The child care center will include children from 6 months of age to 6 years of age. Staff suggested that the conceptual site plan include all existing and proposed buildings, setbacks and identification use of each building. Applicant must provide the drop-off /loading area for child care use, and provide the number of children that would be authorized by the staff. No Variance Required Special Exception Use: For Zoning Examiner Special Exception(with zoning to remain R-2) the daycare use is subject to UDC Sec. 4.9.4H.1-5,.6c, .7if and 8 for rezoning to R-3 the daycare use is subject to UDC Sec. 4.9.4.H.1-.5,.6b, and ,73 The proposed development is supported by Plan Tucson. The special exception site is located within an "Existing Neighborhood", as identified on the Future Growth Scenario Map of Plan Tucson. Existing neighborhoods are characterized in Plan Tucson as largely built-out residential neighborhoods and commercial districts in which minimal new development or redevelopment is expected in the next few decades. The proposed development is supported by Plan Tucson. |
