Camino Seco R-3 Zone Plan Tucson & Pantano East Area Plan 8/25/16 mm Background: This proposal is for a special exception use in the R-3 multi-family residential zone to allow a 50 foot tall wireless communication facility (WCF) at top of monopalm with antenna's at 50 feet in height, concealed in the stealth monopalm design and includes associated ground equipment area. The site is an apartment complex located at 550 S. Camino Seco, at the northwest corner Kenyon Drive and Camino Seco. The monopalm tower will be approximately 75 feet north of the Camino Seco ROW and approximately 235 feet north of the Kenyon Drive ROW. The special exception proposal consists of WCF arrays at 50 feet in height, with twelve antennas, four per sector. The proposed monopalm lease area is 18'-18' and the equipment least area will be 34'-18'with 2 equipment cabinets and room for a future tenant. The lease area will be enclosed by an 8'-6" tall masonry wall and accessed by a 10 foot wide rolling gate. The lease area is located on the north property line and is approximately 30 feet away from the east property line. According to the Major Streets and Routes Plan, Camino Seco is designated as an arterial street with a future right of way of 150' and Kenyon Drive collector street with a future right way of 64'. Surrounding Zoning and Land Uses: The proposed WCF special exception is planned within an existing apartment complex, located at 550 S. Camino Seco in the R-3 multi-family residential zone. The zone to the north is R-3 with undeveloped vacant land. The zone to the east is developed with high density residential housing. To the south and west is R-1 with single family residential homes. Rezoning Presubmittal Meeting: The applicant attended a presubmittal conference meeting with staff on June 22, 2016. Meeting included discussion of visual mitigation of WCF, and location of additional live palm trees. Wireless communication facility should be stealth as possible, updating a photo and simulating and showing additional live palm trees, and disguising antennas to weave palm tree with antennas. Staff suggested applicant that equipment shelter should be soften with design. Staff also informed the applicant that the site is void of vegetation or landscaping and recommends additional vegetation with irrigation on the site. Neighborhood Meeting: Applicant has provided the required neighborhood meeting material: mailing notification, copy of labels, notice letter, meeting summary, and sign-in sheet. The applicant held one neighborhood meeting on July 22, 2016, from 4:30 PM to 5:30 PM at the proposed site located at 550 S. Camino Seco. One applicant attended the meeting and stated they were in approval of the project and checked the approval box. Questions on the minutes of the meeting included the following; noise mitigation and reduction of the generator and the location of the fuel tank, carrier has opted to remove the generator from the plans. The meeting adjourned at 5:30 p.m. Land Use Policies: Plan Tucson (PT) and The Pantano East Area Plan (PEAP) provide land use guidance for this site. Generally, the Plan supports the requested use when visual impacts, setbacks, and landscaping buffering elements are addressed. Plan Tucson identifies this area in the Future Growth Scenario Map as an "existing neighborhoods" category. The goal is to maintain the character of these neighborhoods, while accommodating some new development and redevelopment, and new services and amenities that contribute further to neighborhood stability. Furthermore, Plan Tucson, guidelines LT28.1.2, supports telecommunication facilities to be installed and maintained to minimize visual impact and preserve views. LT28.1.3 states that wireless communication facilities (WCF) be designed with improved appearances of the above ground utilities and structures and extend access to high-tech wireless communication facilities throughout the city. Minimizing visual impacts are a prime consideration during the review process. The Pantano East Area Plan, Commercial Policy1, states commercial uses should be located at the intersection of major streets, and Policy 3, is to ensure the compatibility of new development with exiting land uses. Transportation sub-goal is to provide a transportation system that satisfies the travel needs of the area. Assessment: The proposed fifty (50) foot tall stealth monopalm wireless communication facility (WCF) site is located at the eastside of the apartment complex adjacent to Camino Seco. The monopalm tower will be approximately 60 feet west of the Camino Seco ROW and approximately 235 feet north of the Kenyon Drive ROW. The site is developed with multi-family residential homes on Kenyon Dr. and Camino Seco. The WCF monopalm will be located away from the ground equipment. The Monopalm lease area is 18'-18', and the ground equipment lease area is 34'-18'. The monopalm will be adjacent to the apartment complex in gravel area. Ground equipment lease area will be enclosed by an 8'-6" tall masonry wall and will be located on the north property line and is approximately 30 feet away from the east property line. The Major Streets and Routes Map identifies Camino Seco as an Arterial Street and Kenyon Drive a collector street. Plans support a stealth design to help mitigate height and soften the visual view sheds of the WCF from adjacent land uses. As we discussed in the rezoning presubmittal meeting held on June 22, 2016, the site will require new palm trees and landscaping. Staff supports and suggested on-site vegetation/landscaping to improve the view shed and soften the barren scape of the proposed site. Staff suggests a landscape plan with trees and planting along the perimeter be considered as part of the mitigation efforts for the WCF site. Vertical height in the area is mostly provided by overhead power lines and some trees. Property site contains large palm trees that would support a monopalm on-site rather than a monopine as the stealth design. As proposed, a stealth monopalm, staff would recommend a small cluster of live palms with an irrigation system to be part of the stealth design. Ground equipment and enclosure wall color theme to blend with existing on-site land uses. Staff recommends the proposed WCF should be designed to support future collocation, antennas mounted as close to the monopole and screened by the stealth design. The stealth WCF and antennas should be painted to complement the natural range of colors on palm trees, to mitigate and minimize visual impacts. Ground equipment shelter (cabinets) and masonry wall to be textured, finished, or painted to complement the on-site land uses. A plan amendment is not required. Staff acknowledges that the proposed monopalm cell tower will help improve telecom services to the established neighborhoods and businesses in the area. The proposed development is generally supported by Plan Tucson and the Pantano East Area Plan. A plan amendment is not required. |
