The use falls under UDC Table 4.8-2 PERMITTED USES - URBAN RESIDENTIAL ZONES - Permitted as Special Exception Use, [1] Mayor and Council Special Exception Procedure, Section 3.4.4 . The following Use Specific Standards apply: 4.9.4.I.2, .3 & .7 1. The following dimensional Standards apply see TABLE 6.3-2.A: DIMENSIONAL STANDARDS FOR THE R-1, R-2, R-3, MH-1, & MH-2 ZONES a. | 06/20/2016 | MPADILL1 | COMMUNITY PLANNING | REVIEW | Completed | PLANNING & DEVELOPMENT SERVICES SE-16-61 IPC Verizon - 29th Street R-1 Zone Plan Tucson 6/20/16 msp Background: This proposal is for a special exception use in the R-1 low-density residential zone to allow a 59 foot tall wireless communication facility (WCF) at top of monopine with antenna's at 54 feet in height, concealed in the stealth monopine design and includes associated ground equipment area. The site is a Church facility located at 5902 E. 29th Street, at the southeast corner of E. 29th Street and S. Sahuara Avenue. The monopine tower will be approximately 195 feet south of the 29th Street ROW and 60 east of the Sahuara Avenue ROW. The special exception proposal consists of WCF arrays at 54-feet in height, with twelve antennas, four per sector. The proposed lease area (20 feet by 28 ½ feet) with three equipment cabinets and will not include an on-site backup diesel generator. The lease area will be enclosed by an 8' tall masonry wall and accessed by a 10 foot wide rolling gate. The lease area will be located south of the existing church building. According to the Major Streets and Routes Plan, 29th Street is designated as a collector street and Sahuara Avenue a local street. Surrounding Zoning and Land Uses: The proposed WCF special exception is planned within an existing Church facility located at 5902 E. 29th Street in the R-1 low-density residential zone. The surrounding zone to the west, east, south, and north is R-1 a low-density residential zone. To the south and east is developed with single-family one story residential homes, to the west are single-family one story residential homes and a City of Tucson Water distribution well site, to the north across 29th Street is a Tucson School District 1 site developed with Corbett Elementary School. The nearest single-family residential lot abuts the WCF site directly to the east. Lease area ground equipment is planned to be forty (40) feet from the home located on the adjacent lot to the east. Rezoning Presubmittal Meeting: The applicant attended a presubmittal conference meeting with staff on February 17, 2016. Meeting included discussion of visual mitigation of WCF. Staff recommended moving the proposed location of ground equipment and monopole to the southeast corner (south) area of the church building or along 29th Street near the front (North) façade of the church building, disgusted as a church steeple stealth design. At the time the meeting the applicant was considering a monopalm stealth design and staff suggested they should consider a WCF disguised as a Church steeple/cross or a monopine. Applicant felt for the height needed the steeple/cross would be inappropriate due to the low building height of approximately ten (10) feet on the Church building. Staff also informed the applicant that the site is void of vegetation or landscaping and recommends additional vegetation with irrigation to mitigate the barren grounds of the Church site. A third alternative staff suggested is to consider a mono-eucalyptus. Staff suggested moving WCF location further away from residential edge along the east property line and suggested reducing the height of WCF as much as possible to further mitigate visual impact. Staff also suggested considering the City of Tucson well site located to the west across S. Sahuara Avenue. Staff understands the well site was not an option per applicant's response to this request, however, documentation of communication with the City of Tucson Water Department has not been provided. Neighborhood Meeting: Applicant has provided the required neighborhood meeting material: mailing notification, copy of labels, notice letter, meeting summary, and sign-in sheet. The applicant held one neighborhood meeting on March 28, 2016, from 5:30 PM to 6:30 PM at the proposed site located at 5902 E. 29th Street. Five persons signed the attendance sheet but applicant states seven people were in attendance at the meeting. Questions on the minutes of the meeting included the following; people wanted to know the start date and were told late 2016 or early 2017, pending approvals and permits, how long would the work take and they were told approximately 30-45 days, and why the monpine design and they were told it was a jurisdictional recommendation. The meeting adjourned at 6:30 p.m. Land Use Policies: Plan Tucson provides land use guidance for this site. Generally, the Plan supports the requested use when visual impacts, setbacks, and landscaping buffering elements are addressed. Plan Tucson identifies this area in the Future Growth Scenario Map as an "existing neighborhoods" category. The goal is to maintain the character of these neighborhoods, while accommodating some new development and redevelopment, and new services and amenities that contribute further to neighborhood stability. Furthermore, Plan Tucson, guidelines LT28.1.2, supports telecommunication facilities to be installed and maintained to minimize visual impact and preserve views. LT28.1.3 states that wireless communication facilities (WCF) be designed with improved appearances of the above ground utilities and structures and extend access to high-tech wireless communication facilities throughout the city. Assessment: The proposed fifty-nine (59) feet tall stealth monopine wireless communication facility (WCF) site is located at the southeast corner of the intersection of 29th Street and Sahuara Avenue. The monopine tower will be approximately 195 feet south of the 29th Street ROW and approximately 60 east of the Sahuara Avenue ROW. The site is developed for religious use with a single building fronting 29th Street. The WCF monopine will be located away from the ground equipment. Monopine lease area (20 feet by 28 ½ feet) will be located south of the existing church building. Monopine will be fifty (50) feet south of the existing church building in a gravel area used for parking. Ground equipment lease area will not include an on-site diesel generator. Lease area will be enclosed by an eight foot tall masonry wall. The Major Streets and Routes Map identifies 29th Street as a collector street and Sahuara Avenue as local streets. A new twelve (12) foot wide utility/access easement is proposed from Sahuara Avenue to the WCF ground equipment location. Ground equipment to be enclosed by an eight (8) foot tall masonry wall which staff recommends is painted to match on-site building(s). A portable back-up diesel generator will be brought to the site during emergency electrical power outage. Plans support a stealth design to help mitigate height and soften the visual view sheds of the WCF from adjacent land uses. As we discussed in the rezoning presubmittal meeting held on January 17, 2016, the site is barren of any vegetation or landscaping. The site has a two (2) foot tall perimeter wall which does not screen the property from the surrounding residential neighborhood. Staff supports and suggested on-site vegetation/landscaping to improve the view shed and soften the barren scape of the proposed site. Staff suggests a landscape plan with trees and planting along the perimeter be considered as part of the mitigation efforts for the WCF site. Vertical height in the area is mostly provided by overhead power lines and some trees. Adjacent to the proposed site is a large pine tree which supports the stealth monopine design. Staff recommends a small cluster of live pine trees with an irrigation system to be part of the stealth design. Ground equipment and enclosure wall color theme to blend with existing on-site land uses. Staff recommends the proposed WCF should be designed to support future collocation, antennas mounted as close to the monopole and screened by the stealth design. The stealth WCF and antennas should be painted to complement the natural range of colors on pine or palm trees, depending on stealth design, to mitigate and minimize visual impacts. Ground equipment shelter (cabinets) and masonry wall to be textured, finished, or painted to compliment the on-site land uses. A plan amendment is not required.
