02/09/2016 | DBURSUC1 | COMMUNITY PLANNING | REVIEW | Completed | PLANNING & DEVELOPMENT SERVICES SE-16-16 Verizon - Broadway Boulevard - Full Review SR Zone Plan Tucson and Pantano East Area Plan 2/9/16 db Background: This proposal is for a special exception use in the SR rural zone to allow a 55 foot wireless communication facility in the form of a stealth monopalm and an associated ground equipment area. The site is at 10000 East Boulevard is approximately 325 feet west of the Chimney Canyon Drive ROW and 530 feet south of the Essex Village Drive ROW. The special exception proposal consists of a 55-foot monopalm structure with an array containing four antennas per sector, with three sectors. The proposed lease area is approximately 16' x 16' with three equipment cabinets. The lease area will be enclosed by an 8' CMU wall. According to the Major Streets and Routes Plan, Broadway Boulevard is designated as an arterial street. Surrounding Zoning and Land Uses: The proposed WCF special exception is planned adjacent to a Tucson Water pump site and located at 10000 East Broadway Boulevard in the SR rural zone. Parcels located to the south, east and north are single-family residential land uses in the R-1 residential zone; to the west and northwest are vacant City of Tucson owned land in the SR suburban ranch zone. The nearest single-family residential home is located directly to the south approximately 150 feet from the proposed WCF site. Rezoning Presubmittal Meeting: The applicant attended one presubmittal conference meetings on October 28, 2015. Meetings included discussion of visual mitigation of WCF, addition of live palms surrounding the facility, potential use of mono-eucalyptus, and moving the monopalm further away from residential to reduce its impact on the single-family neighborhood to the south and east. Applicant was encouraged to reduce height of monopalm from 60 feet to further mitigate visual impact. Neighborhood Meeting: Applicant has provided the required neighborhood meeting material: mailing notification, copy of labels, notice letter, meeting summary, and sign-in sheet. The applicant held one neighborhood meeting on November 23, 2015 from 5:00 PM to 6:00 PM at the proposed site located at 10000 East Broadway Boulevard. Four people attended the meeting. Questions involved questions about what benefit it would provide, what it would look like, if other locations were evaluated, and its proximity to residential. All that attended were in favor of the project. Land Use Policies: Plan Tucson and the Pantano East Area Plan (PEAP) provide land use guidance for this site. Generally, the Plan supports the requested use when visual impacts, setbacks, and landscaping buffering elements are addressed. Plan Tucson identifies this area in the Future Growth Scenario Map as a "neighborhood center" category. The Plan supports neighborhood centers with mix of small businesses surrounded by housing and accessed internally and from nearby neighborhoods by pedestrians and bikes friendly streets and by transit. Furthermore, Plan Tucson, guidelines LT28.1.2, supports telecommunication facilities to be installed and maintained to minimize visual impact and preserve views. LT28.1.3 states that WCF be designed with improved appearances of the above ground utilities and structures and extend access to high-tech wireless communication facilities throughout the city. The PEAP, in the commercial policy section provides direction for this site. It states new commercial uses should be carefully integrated with surrounding uses. Assessment: The proposed fifty-five (55) feet tall stealth monopalm wireless communication facility (WCF) is to be located at 10000 East Boulevard is approximately 325 feet west of the Chimney Canyon Drive ROW and 530 feet south of the Essex Village Drive ROW. The Major Streets and Routes Map identifies Broadway Boulevard and 22nd Street as arterial streets and Houghton Road as a scenic arterial street. The site is currently developed as a rural residential use. The WCF is proposed on the southwestern portion of the site with the equipment shelter located just to the south of the monopalm. A new twelve foot wide utility/access easement is proposed from Broadway Boulevard to the WCF location. Ground equipment will be enclosed by an 8' tall masonry wall that will be painted to match surrounding development. The fifty-five (55) foot tall Stealth monopalm will be located inside of the ground equipment masonry wall enclosure lease area of approximately 18'x18'. Plans support a stealth design such as the proposed monopalm design and to help mitigate height and soften the visual view sheds of the WCF from adjacent land uses. The plan shows two additional live palms south of the monopalm. Staff supports this method to help provide context and add visual mitigation. Ground equipment and enclosure wall color theme to blend with existing on-site land uses. Staff recommends the proposed WCF should be designed to support future collocation, antennas mounted as close to the monopole and screened by the monopalm stealth design. Both monopalm and antennas should be painted to complement the natural range of colors on surrounding trees, to mitigate and minimize visual impacts. Ground equipment shelter (cabinets) and masonry wall to be textured, finished, or painted to compliment the on-site land uses. The proposed development is generally supported by Plan Tucson and the Pantano East Area Plan. A plan amendment is not required. |

02/17/2016 | DBURSUC1 | REZ AGENCY REVIEW | OFFICE OF CONSERVATION & SUSTAINABLE DEVELOPMENT | Completed | Office of Integrated Planning DATE: February 19, 2016 TO: Daniel Bursuck, Planner FROM: Irene Ogata, PLA, ASLA, CPM Planning & Development Services Urban Landscape Manager SUBJECT: Case : SE-16-16 Verizon - Broadway The proposed preliminary development plan is for installation of a wireless communications facility with a 60-foot tall cell tower disguised as a monopine with associated ground equipment in an existing residential site. The surrounding site is R-1 residential subdivisions where rooftops and paving contribute to the urban heat island effect with minimal common or open space areas. The City of Tucson has been moving toward achieving sustainable development, mitigation of Urban Heat Islands, climate change resiliency and green building principles. In addition to the recently adopted and voter ratified Plan Tucson: Tucson's General and Sustainability Plan 2013, Mayor and Council endorsed the United Nations Urban Environmental Accords in 2005, adopted the US Mayors' Climate Protection Agreement in 2006, endorsed the City of Tucson Urban Landscape Framework and adopted the City's Framework for Advancing Sustainability in 2008. Surfaces, such as paving from roadways and asphalt parking areas contribute to approximately 40% of impervious surfaces in a city. These impervious surfaces, in turn, contribute to increasing urban heat islands. The unintended consequences expose populations within neighborhoods that are vulnerable during extreme heat events; and also increasing energy use due to the need to cool homes and facilities. Limiting heat-absorbent paved surfaces, increasing reflectivity of these paved surfaces, providing shade (trees and/or shade structures) or pervious surfaces mitigate the heat absorption quality of dark pavement. The City encourages developers to work with staff to apply best management practices to mitigate urban heat island effects, reduce energy consumption and work towards community resiliency. 1. Relevant Policy/Ordinance: a. General Service Architecture and Engineering Division, Design and Construction Standards, Division 7: Thermo and Moisture Protection b. Plan Tucson Policies i. Energy & Climate Readiness 1) EC3: Reduce the urban heat island effect by minimizing heat generation and retention from the built environment using a range of strategies. 2) EC9: Assess and address the vulnerability of the community's health and safety, economy, and natural resources to climate change, and develop assurances that vulnerable and disadvantaged populations are not disproportionately impacted by climate change. ii. Green Infrastructure: 1) GI4: Expand and maintain a healthy, drought-tolerant, low-water use tree canopy and urban forest to provide ecosystem services, mitigate the urban heat island and improve the attractiveness of neighborhoods and the city as a whole and; 2) GI6: Protect, restore, enhance, and manage trees for their long-term health, including providing guidance on proper planting, care and maintenance. 2. Targets in the U.S. Mayors Climate Protection Agreement applicable to this site include: C.5. Make energy efficiency a priority through building code improvements, retrofitting city facilities with energy efficient lighting and urging employees to conserve energy and save money; C.7. Practice and promote sustainable building practices using the U.S. Green building Council's LEED program or a similar system; C.10. Maintain healthy urban forests; promote tree planting to increase shading and to absorb CO2 The following conditions are requested for this project: 1. Building structures shall include roofing material certified as a cool roof by the Cool Roof Rating Council or Energy Star rated per the Environmental Protection Agency; solar panels are an acceptable alternative. 2. Paving material: Minimize paving with material to be light colored vehicular paving materials, such as concrete or cool paving coating over asphaltic surfaces. Porous paving or porous pavers would also be an acceptable alternative. 3. Preserve all matures as much as possible. If mature trees cannot be preserved in place and need to be removed, if agreed by the property-owner, to replace the removed tree(s) at a ratio of three (3) trees for every one (1) tree removed, minimum 15-gallon size trees, to be planted along the access utility easement, designed with water harvesting basins to capture surface run-off, and provide temporary irrigation to the newly planted trees for a minimum of 3 years at no expense to the property-owner. |
