Background: This proposal is for a special exception use in the SR rural zone to allow a 55 foot wireless communication facility in the form of a stealth monopalm and an associated ground equipment area. The site is at 10000 East Boulevard is approximately 325 feet west of the Chimney Canyon Drive ROW and 530 feet south of the Essex Village Drive ROW. The special exception proposal consists of a 55-foot monopalm structure with an array containing four antennas per sector, with three sectors. The proposed lease area is approximately 16' x 16' with three equipment cabinets. The lease area will be enclosed by an 8' CMU wall.

According to the Major Streets and Routes Plan, Broadway Boulevard is designated as an arterial streets.

Surrounding Zoning and Land Uses: The proposed WCF special exception is planned adjacent to a Tucson Water pump site and located at 10000 East Broadway Boulevard in the SR rural zone. Parcels located to the south, east and north are single-family residential land uses in the R-1 residential zone; to the west and northwest are vacant City of Tucson owned land in the SR suburban ranch zone. The nearest single-family residential home is located directly to the south approximately 150 feet from the proposed WCF site.

Rezoning Presubmittal Meeting: The applicant attended one presubmittal conference meetings on October 28, 2015. Meetings included discussion of visual mitigation of WCF, addition of live palms surrounding the facility, potential use of mono-eucalyptus, and moving the monopalm further away from residential to reduce its impact on the single-family neighborhood to the south and east. Applicant was encouraged to reduce height of monopalm from 60 feet to further mitigate visual impact.

Neighborhood Meeting: Applicant has provided the required neighborhood meeting material: mailing notification, copy of labels, notice letter, meeting summary, and sign-in sheet. The applicant held one neighborhood meeting on November 23, 2015 from 5:00 PM to 6:00 PM at the proposed site located at 10000 East Broadway Boulevard. Four people attended the meeting. Questions involved questions about what benefit it would provide, what it would look like, if other locations were evaluated, and its proximity to residential. All that attended were in favor of the project.

Land Use Policies: Plan Tucson and the Pantano East Area Plan (PEAP) provide land use guidance for this site. Generally, the Plan supports the requested use when visual impacts, setbacks, and landscaping buffering elements are addressed.

Plan Tucson identifies this area in the Future Growth Scenario Map as a "neighborhood center" category. The Plan supports neighborhood centers with mix of small businesses surrounded by housing and accessed internally and from nearby neighborhoods by pedestrians and bikes friendly streets and by transit. Furthermore, Plan Tucson, guidelines LT28.1.2, supports telecommunication facilities to be installed and maintained to minimize visual impact and preserve views. LT28.1.3 states that WCF be designed with improved appearances of the above ground utilities and structures and extend access to high-tech wireless communication facilities throughout the city.

The PEAP, in the commercial policy section provides direction for this site. It states new commercial uses should be carefully integrated with surrounding uses.

Assessment: The proposed fifty-five (55) feet tall stealth monopalm wireless communication facility (WCF) is to be located at 10000 East Boulevard is approximately 325 feet west of the Chimney Canyon Drive ROW and 530 feet south of the Essex Village Drive ROW. The Major Streets and Routes Map identifies Broadway Boulevard and 22nd Street as arterial streets and Houghton Road as a scenic arterial street. The site is currently developed as a rural residential use. The WCF is proposed on the southwestern portion of the site with the equipment shelter located just to the south of the monopalm.

A new twelve foot wide utility/access easement is proposed from Broadway Boulevard to the WCF location. Ground equipment will be enclosed by an 8' tall masonry wall that will be painted to match surrounding development. The fifty-five (55) foot tall Stealth monopalm will be located inside of the ground equipment masonry wall enclosure lease area of approximately 18'x18'.

Plans support a stealth design such as the proposed monopalm design and to help mitigate height and soften the visual view sheds of the WCF from adjacent land uses. The plan shows two additional live palms south of the monopalm. Staff supports this method to help provide context and add visual mitigation. Ground equipment and enclosure wall color theme to blend with existing on-site land uses.

Staff recommends the proposed WCF should be designed to support future collocation, antennas mounted as close to the monopole and screened by the monopalm stealth design. Both monopalm and antennas should be painted to complement the natural range of colors on surrounding trees, to mitigate and minimize visual impacts. Ground equipment shelter (cabinets) and masonry wall to be textured, finished, or painted to compliment the on-site land uses.

A plan amendment is not required. This request contains adequate information to process.

SUMMARY: Engineering Division of Planning and Development Services Department has received and reviewed the proposed Special Exception Case SE-16-16 Verizon - Broadway Blvd conceptual site plan. The following item needs to be clarified in order to provide sufficient information for a review.
1) Show where the existing, and if changed, final Tucson Water access easement to the well site in relation to the proposed site enclosure wall. Per UDC7.4.6F2b the proposed wall must be set back at least two feet from the Tucson Water Easement.
