Please address the following floodplain use permit comments for the project submittal for Pima County Animal Care Center within Ward 3, near Trails End Wash confluence with the Santa Cruz River, based on Tucson Code Chapter 26 and Technical Manual Sections 4-03 & 4-04.

1. Tucson Code Sec.26-5.2, 26-7.1: Floodplain Use Permit is required for this project. Address the following drainage report related comments:
a. Tech Man Sec.4-04.1.3: Provide floodplain use permit application, or fill out floodplain use permit application at resubmittal.
b. Tech Man Sec.4-03.2.3: Address the following comments regarding the drainage report that addresses the following:
i. Explain in report how project falls under Detention Retention Manual Criterion 2 for waiver of detention.
ii. Provide engineering justification (regarding subsurface constraint) for retention waiver request.
iii. Drainage statement shall also include discussion of erosion hazard setback conditions at the site from both Trails End Wash and Santa Cruz River.
c. Show and delineate existing erosion hazards setbacks on planviews for civil sheets C001, C003, C005, and site plan.
d. Regarding parking runoff outlets from southern parking lot area, this area does not indicate a landscaped area for water harvesting. Consider revising to allow for stormwater runoff to first enter a perimeter landscape area before continuing off project site. Also , some spot elevations in the parking lot may need to be checked (some look like they are pointing wrong direction).
e. Add note to plans that states proposed buildings are elevated to regulatory flood elevations.
2. Tucson Code 26-11.3: Consider the following comments:
a. Label Tucson Water easement on all civil sheets to clearly show how water infrastructure remains intact and has access.
b. Clarify on civil plan views extents of proposed new buildings to assure that the sewer easement is not within proposed footprint of new buildings.
c. Revise general Grading note on sheet C002 to include also City of Tucson.
d. Leader arrows on civil sheets are illegible and sheets appear to have reproduction issue where portions of the sheet are illegible.
3. Tucson Code Chapter 26 Article II: SWPP is required for this project. Typically SWPPP review must go through City review per AzDEQ issued MS4 permit regulations for this project. However, this project appears to be located within the quarter mile area of an impaired water per AzDEQ. Therefore the SWPP plans and report for this project must be reviewed by AzDEQ (no fees for SWPP should be imposed for this project unless requested by AzDEQ). The impaired waters show up in red on the map. You can zoom in to see exactly where that is in relation to Tucson city limits. To obtain information on the impairment:
* Make sure the words "Stream - Impaired 2012/2014" are in bold
* Click "Features" in the tool bar
* Click "Identify" in dropdown menu
* Click on impaired Santa Cruz River on map.
An information box will show up with impairment info for that stretch of the river. (Not attaining, Impaired). Note: The impairment may change in different parts of the river. Contact Arizona Department of Environmental Quality for SWPPP submittal requirements.
