Comments:

The TDOT Engineering Inspection Unit has reviewed the PIA Plan and recommends denial/resubmittal. The following comments need to be addressed prior to submitting the mylar plan set for final approval.

1. Page 2 of 15 - General Paving Notes, Note 19; Change "should" to "shall"

2. Page 3 of 15 - Detail K; Irrigation Sleeving Needs City Engineer Approval

3. Page 6 of 15 - 38th St. Paving; The Point of Intersection with Park Ave. is currently under pavement cut moratorium. The 38th St. pavement needs to start at the P.I. of Park and 38th St. because of necessary pavement cut for sewer tie-in.

4. Sinclair Ave. extends 1500' without a planned perpendicular curb-access ramp on the south side of the street. This seems an unreasonable distance for a handicapped person to walk in order to cross a residential street. Please assure that Access Board recommendations are followed for maximum interval spacing between mid-block ramps.

SUBJECT: Offsite Improvements for Bridges - Block 1, Lots 1 - 159

PROJECT REVIEWER: Richard Leigh, TDOT, TDOT Eng. Review

RESUBMITTAL REQUIRED: TDOT Permit Review Section has reviewed the subject PIA paving plan and does not recommend approval at this time. The following comments need to be addressed and plans revised prior to resubmittal. Please include a response letter addressing the following comments and return redlined drawings with subsequent submittal.

1. Include the plan number "I-2016-005" in the title block of each sheet.

2. Include the PIA activity number "T16PI00007 on cover sheet.

3. Easements will need to be obtained for proposed private irrigation crossings within public right-of-way. Additionally, the HOA will need to become a member of Arizona 811 and register the irrigation crossings.

4. Sheet 1: Add Arizona 811 label to cover sheet.

5. Sheet 3, Detail J: Revise drawing to indicate proposed asphalt mix number per PC/COT SSPI 2003 edition.

6. Sheet 3, Detail H: Revise detail to indicate proposed asphalt mix number per PC/COT SSPI 2003 edition.

7. Revise drawing to provide a curb access ramp at the following locations:

Walnut Grove Avenue and 38th Street on the west side of Walnut Grove Ave.
Pinto Creek Way and Maculey Ave.
Pinto Creek Way and Sinclair Drive
On Corduroy Creek Way, Between lots 58 and 59 and Lots 151 and 152
Maculey Ave and Sinclair Drive
Sinclair Drive and Walnut Grove Ave.

8. Indicate the class of the reinforced concrete pipe proposed to be placed within the public right-of-way.

9. Depict and label the basin maintenance access points. Driveway aprons Per PC/COT SD 206 and removable vehicle access barriers will need to be provided if access is off a residential street.

10. Verify that the top of the onsite basin cut slope is set back a minimum of 2 feet from the property boundary, Per TSM 2-01.9.2

11. Sheet 14, Detail 3 & Sheet 15, Detail 10: Revise drawing to indicate the placement of barricade railing along the back side of the proposed sidewalk scuppers. Additionally, the railing may need to be extended along the top of any basin where the side slopes are steeper than 4:1 where the water surface depths exceed 2 feet.

12. Sheet 14, Detail 3 & Sheet 15, Detail 10: Provide a section view of sidewalk scupper and outlet apron.

13. Sheet 14, Detail 3: Verify grades and stationing shown on detail, they do not appear to correlate with grades shown on roadway profile.

14. Sheet 14, Detail 1: Label detail as private and NOT PART OF P.I.A.

15. Sheet 14, Detail 6: Verify pipe size shown on outlet of catch basin, pipe size does not correlate with size shown on the profile view or drainage report.

16. Sheet 15, Detail 9: Label detail as private and NOT PART OF P.I.A.
