Please address the electrical plan review comments for the Park Place Mall exterior parking lot lighting retrofit. Also provide a written response. Provide all the information in detail as outlined and or required for complete compliance of the TUCSON/PIMA COUNTY OUTDOOR LIGHTING CODE. Also compliance per the 2011 National Electrical Code as referenced, 2012 IBC 107.2.1, and the City of Tucson Commercial Plan Submittal Requirements. #1. Ref: TUCSON OUTDOOR LIGHTING CODE. Chapter 1, Outdoor Lighting Code; (a) The submitted plan documents must provide sufficient information to determine compliance with section 102.4.1, 102.4.2. This is to determine whether or not the entire property is to be brought into code compliance. Including exterior lighting not retrofitted by this contractor, such as existing building wall packs, canopy lighting, landscape lighting, fountains, or other. (b) Sections 104.2, "PLAN SUBMITTAL REQUIREMENTS". Basically states that the submitted plans must contain evidence that the proposed work will comply with this code. (c) Sec. 104.2(1). Requires a plan (site plan) indicating the locations on the premises, and the type of luminaire, usually identified by a symbol, and a letter or combination of a letter and number. (d) Sec.104.2(2). A complete luminaire schedule that correlates with the site plan, and include each type of luminaire installed or altered, and a description of the illuminating devices, lamps, supports, reflectors (shielding), color temperature. Catalog cut sheets by manufacturers may be included. Color source (lamp) temperature not to exceed 3500Kelvin per sec. 402.1 (e) Photometric data as outlined in section 104.2(3). (f) Please revisit the submitted site plan and revise as necessary to clearly provide this information. Minimum lettering font size is required to be 3/32". #2. Section 104.2.1. Provide documentation on the plans to demonstrate compliance with the lumen cap per table 401.1. Outdoor Lighting Calculation submitted, pdf. (a) The Outdoor lumen cap amount to be submitted for commercial projects must be derived from Option #1, #2 or #3 of table 401.1. The value shown on the submitted plan (pdf) shows 55,000 and 39,000 as total lumens, 12,000 and 9,000 as unshielded. Utilizing 2 different areas 'E3' and 'E3A'. The 55,000 Lumen cap is for, 'All residential zoning (3)', This is restricted to residential, one and two family dwellings. This project is commercial, and is in area 'E3' per area descriptions of section 301.1. Therefore, if option 3 (full cut off and unshielded) is used, the lumen cap or total allowed lumens per acre would be 175,000, with a limit of 11,000 lumens for unshielded per acre. (b) If a special inspection is required per section 106.2, the plans must contain a note whether a special inspection is required, per section 104.2.2. #3. Per the 2011 National Electrical Code (NEC), art. 410, LUMINAIRES, LAMPHOLDERS, AND LAMPS. Article 410.6 requires all luminaires and lampholders to be listed. Art.110.3A and B, SUITBILITY FOR INSTALLATION AND CONFORMITY WITH THIS CODE. INSTALLATION AND USE. LISTED OR LABLED EQUIPMENT SHALL BE INSTALLED AND USED IN ACCORDANCE WITH ANY INSTRUCTIONS INCLUDED IN THE LISTING OR LABELING" (a) Please show or describe in detail on the construction documents how the retrofit is to be accomplished to verify luminaire listings are not compromised. (b) If using retrofit kits. Are they listed for installation on that particular luminaire? (c) If the listing of the luminaire could not be maintained and verified by the luminaire or retrofit kit manufacturer. A third party evaluation by an NRTL may be needed to re-list the luminaire for code compliance. (d) Section 104.2.3 States, The above required plans, descriptions and data shall be sufficiently complete to enable the plans examiner to readily determine compliance with the requirements of this code. If such plans, descriptions and data cannot enable this determination, the applicant shall additionally submit as evidence of compliance such reports or tests as will, provided that these tests shall have been performed and certified by a recognized testing agency. Obtaining the services of a Az. Registered EE experienced working with the Tucson Outdoor Lighting Code may be beneficial. There is list of engineers experienced in working with the TUCSON/PIMA COUNTY OUTDOOR LIGHTING CODE on the Town of Oro Valley special inspections list. It can be downloaded from www.orovalleyaz.gov.
