New addition elevations 1 & 2/A3 indicate clerestory storefront windows spanning the full width of exterior wall. Show how these cantilevered exterior walls which appear to be tied to the roof structure only by the window frames will resist 90 mph lateral wind force and 110 mph uplift. Ref. 2012 IBC 1604.8.1.
On wall sections 3 & 4/A3, stucco weep screeds shall be located at or below the foundation plate line and a minimum of 2” above paved surfaces and 4” above ground surface. Ref. IBC 2512.1.2.
Per IECC Table C402.2 continuous wall insulation for stucco system must be minimum R-5. Indicate on wall sections.
Per IECC Table C402.3 U-factors for new storefront windows shall be maximum 0.50 (fixed) and 0.65 (operable). Maximum U-factor for glass entry door is 0.83. SHGC for all exterior glazed fenestration is 0.25. Note all the above in the drawing set.
Provide a foundation plan.

The submitted Manuals J/D/S is the American National Standard for Residential Heating and Cooling Load Calculations and is not appropriate for commercial building heating and cooling load calculations.
Per 2012 IECC C403.2.2 the output capacities of proposed heating and cooling equipment and systems shall not exceed the loads calculated in accordance with C403.2.1. Provide heating and cooling load calculations in accordance with ANSI/ASHRAE/ACCA Standard 183 to justify the capacities of the selected equipment. Ref. 2012 IECC C403.2.1.
On mechanical schedule, sheet ME1, change selected equipment model to match submitted manufacturer’s product data.
Show CFM’s for each mechanical outlet on the mechanical plan.

TRANSMITTAL DATE: November 10, 2016

1. The building plans have been reviewed by Zoning Review Section but cannot approve the plan until all zoning comments or concerns have been addressed.

2. As you are enclosing a porch area, non-habitable to habitable space a development package (DP) is required. The DP is a separate submittal. Sheet X1 can be used for the DP with the following additions/corrections;

a. `Per UDC Article 6.4.3.C.1.a Roofed areas, open on at least one side. That said if the previous lot coverage was done correctly the existing porch would not have been included in the lot coverage. Therefore the addition of the square footage of the porch would increase the lot coverage and should not be shown as "NO CHANGES".
b. Provide a floor area expansion calculation on the plan.
c. It appears that the "THIS PROJECT" is shown incorrectly on the plan and should be shown as the orange highlighted area.
d. The proposed use should be listed as Residential Care Services, Physical and Behavioral Health Services: subject to Use Specific Standards 4.9.7.J.2.a, .3.d, .4, .7.

3. Until the above comments have been addressed and all other PDSD review agencies have approved the building plans zoning cannot approve.
