The specified water heater has a model number that indicates it is a gas-fired appliance with a 50-gallon storage tank but the description calls out an 80-gallon tank; clarify what is to be installed. Provide a design for the gas piping, flue, and combustion air. Provide manufacturer's data that verifies that the appliance meets the efficiency requirements shown in Table C404.2, IECC 2012. 4. Clarify the fixture descriptions for all of the plumbing fixtures; the fixture unit calculations have different fixture descriptions than the plumbing schedule (e.g. waterless urinal or flush valve?). 1. The building plans have been reviewed by Zoning Review Section but cannot approve the plan until all zoning comments or concerns have been addressed.

2. As this is a change of use, Retail to Alcoholic Beverage Service, and there does not appear to be an approved site plan for the vehicle parking located on parcel 137-07-0290, 5135 S. 12th Avenue, a development package that meets the requirements of AM 2-06 is required. Until the development package is submitted and approved the building plans cannot be approved.

3. Until the above comments have been addressed and all other PDSD review agencies have approved the building plans zoning cannot approve.

SUMMARY: Engineering Division of Planning and Development Services Department has received and reviewed the proposed Development Plan Package. The following items need to be addressed:
1) Per information provided to the applicant at the submittal of the plans, this site is located in a balanced basin. 5-year threshold retention is required. Complying with this requirement will trigger site changes that include depression of existing and potentially new landscaping areas. This will depend on the amount of stormwater that can be retained/harvested by depressing existing landscaping. Applicant is required to provide existing square footage of impermeable areas, the square footage of existing and proposed landscape areas and how deep these landscape areas will be depressed. Please see the City of Tucson Drainage Standards Manual Sections 14.1 and 14.2, Item 10 (UDC 7.14.4) and Section 1.4 of the Pima County/City of Tucson Detention/Retention Manual (UDC 7.14.3) for regulatory details.
2) Per Section 2.2.1 of the City of Tucson Drainage Standards Manual, a drainage report is required due to the detention requirement. Discussion with staff is recommended to discuss a more stream lined alternative.
3) Per TSM 2-01.4.1 and AM 2-06.4.9M1 a development package and permit is required if complying with the retention requirement triggers new landscape areas. Please submit a permit application under the development package submittal form and comply with applicable criteria under AM 2-06 as applicable.
4) Per AM 2-06.4.7B1 list the following note on the plans;
"The developer, any successors and assigns, will hold the City of Tucson, its officers, employees, and agents harmless from any and all claims for damages related to the use of this development as shown hereon, now and in the future, by reason of flooding, flowage, erosion, or damage caused by water, whether surface flood or rainfall."
Per AM 2-06.4.7B3 list the following note on the plans;
"Drainage will remain in its natural state and will not be altered, disturbed, or obstructed other than as shown on this site plan."
5) Provide cut and fill quantities and areas of disturbance if this is to be submitted as a development package.
