SUMMARY: Engineering Division of Planning and Development Services Department has received and reviewed the proposed Development Plan Package. The following items need to be addressed:
Per UDC 7.10.4 alleys must operate as water conveyance systems. The design must improve drainage conditions, or at least not worsen them. Per AM 2-06.4.9N2 please show how drainage conveyance is maintained within the alley. Please consider offsite drainage that is being conveyed from the west and southwest towards this development footprint. There is concern that the diversion of drainage by the proposed wall may create additional maintenance work for the pavement to the south.
Per UDC 7.10.3 alleys must be designed in accordance with the standard street design requirements as they pertain to pavement and base materials and thicknesses. Additionally, the design must meet minimum and maximum cross slopes requirements in accordance with Section 10-01.0.0, Street Technical Standards, of the Technical Standards Manual. There is concern that access to electrical and communications infrastructure may be limited by this layout. While electrical and communications companies are expected to be a part of the coordination for design and construction of this cell tower, a statement that indicates these companies have reviewed and do not have unaddressed comments regarding the layout of the facility as shown on the site plan should help address this comment. Southwest Gas may also have facilities they need to access and as such should be consulted. Sheet A-1 shows gas lines which may also have meters that need to be read and serviced in this area. It should be determined whether the 7'4" opening is sufficient to allow passage of utility service trucks. Google Street view shows SW Gas bluestake markings off of north country club and the western alley entrance that should be reflected on this plan per AM 2-06.4.8D. Please show all potentially impacted utilities.
Please show how this development is not creating further noncompliance issues with UDC 7.10.1 as it relates to the 20' wide traversable width for vehicular traffic. TDOT permitting may review this issue.
Per Special Exception, condition i, dated April 21, 2016 applicant shall obtain a rightof way permit from from the Tucson Department of Transportation prior to approval of this permit.
