COMMENTS: the following comments are relative to an application for a Design Development Option (DDO) (UDC 3.11.1).


This site is located in the R-1 zone (UDC 4.7.8). A single-family residence (SFR) is a permitted use in this zone (Table 4.8-2). See Use-Specific Standards 4.9.7.B.5 - 9.

The minimum setback is the greater of six (6) feet, or two-thirds (2/3) the height of the structure's wall facing each interior property line (Table 6.3-2.A).

1. Comment: The proposed Screened Porch Addition along the north perimeter side yard does not meet the required building setback of the greatest of six feet or two thirds the height of the wall facing the north property line. The required setback based on the wall height of 10'-5" must be 6'-11", the owner proposes 1 foot from the property line. An approved DDO for the proposed building setback is required.

2. Comment: The proposed Front Porch Addition along the north perimeter side yard does not meet the required building setback of the greatest of six feet or two thirds the height of the wall facing the north property line. The required setback based on the wall height of 8'-9" must be 6'-0", the owner proposes 2'-8" from the street property line. An approved DDO for the proposed building setback is required.

3. Comment: The owner proposes to convert the existing Garage to habitable space. The building setback for the garage is considered nonconforming, however when converting to habitable space the nonconforming setback status is lost and a DDO must be approved for the existing 1'-2" setback. The height of the building wall facing the south perimeter yard is 12' in height, a building setback of 8'-0" is required. An approved DDO for the proposed building setback is required.




The minimum setback to the front street perimeter property line is the greater of twenty (20) feet, or one and one-half (1 ½) the height of the proposed wall (UDC 6.4.5.C.1.a).

4. Comment: The front porch does not meet the required building Street perimeter setback of the greatest of 20 feet or one and one-half times the height of the wall height facing the street (East side) perimeter yard. The height of the porch wall facing the street (east side) perimeter yard is 13'-8". The required setback based on the wall height of 13'-8" must be 20'-6", the owner proposes 15'-3" from the street property line. An approved DDO for the proposed building setback is required.


5. Comment: The owner proposes to demo an existing porch along the back (west) side of the house. The house was constructed more than 50 years ago and must have approval through an HPZ review.

6. Comment: The applicant must ensure that all documents that are necessary for submittal for the DDO and HPZ review are included in the plan set. The plan set does not include the four sided elevations drawings required for the DDO and HPZ. All required documents must be in the packet before the zoning reviewer can refer the applicant to Michael Taku for the HPZ and DDO review process.

PLAN REVIEW COMMENTS

Plan review for the above referenced structure has been completed. This letter reflects comments to be addressed. In order to facilitate a shorter back check time, please provide two sets of updated plans and calculations with a written response to each of the notated items indicating action taken. Do not cloud the changes made for comment revisions.

SCOPE OF REVIEW:

The scope of this plan review covers architectural, plumbing, mechanical, energy conservation and electrical. All code references are to the 2012 International Residential Code and 2012 International Energy Conservation Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions and concerns before permit approval.

STRUCTURAL PLANS:

1. Provide floor/roof joist series for determining performance compliance, R301.1.

SECTIONS - DETAILS:

1. Provide keynote references on the sections, sheet #a3, R106.1.1.
2. An unvented roof assembly requires an air-impermeable rigid insulation material with a minimum R-5 value applied correctly to either side of the roof sheathing, R806.5. Show a roof design with insulation types and minimum thickness for meeting the condensation control requirement and the minimum total insulation value of R-38 at the Media Room.

ELECTRICAL PLANS:

1. Interior alterations require the installation of smoke alarms at existing bedrooms, R314.3.1. Provide notation if the smoke alarms are existing or proposed.
2. Show the location of each outlet on the Electrical Plan, E3404.12. Include the mini-split.
3. Provide a panel schedule showing wire size of each circuit or notate the wire size for each protection rating if new circuits, E3702.2.
4. Protect all interior 15A & 20A proposed outlets (except garage, kitchen, and bathrooms) including receptacles, lights and smoke detectors with combination type arc-fault circuit interrupters, E3902.12.
